DISCUSSION:

The design and construction portions of the Fire Station 12 Project were originally awarded to Soltek-ECC by the City Council on August 9, 2022. Soltek-ECC partnered with Jeff Katz Architecture (now COAR Design Group) as the design build entity to produce the plans and build the project. The City issued Soltek-ECC the Notice to Proceed (NTP) on October 13, 2022, with an intended completion date of April 5, 2024. Soltek- ECC was tasked to design and construct an efficient, functional, and sustainable fire station so that delays in response time within the Platinum Triangle and adjacent areas would be minimized by the addition of two fire companies and two paramedic units. The station includes two buildings: a 10,400 square foot (SF) main building to house the primary response apparatus, dormitories, and administrative offices; and the 2,274 SF Award of Construction Contract to AWI Builders, Inc. for the Anaheim Fire Station No. 12 (Platinum Triangle) Project December 10, 2024

auxiliary building for staging, covered parking, and for showcasing Anaheim Fire & Rescue’s oldest antique apparatus.

The proposed site for the fire station is strategically located in the Platinum Triangle Area on Parcel 1 of Parcel Map No. 2006-262 on South State College Boulevard between Gene Autry Way and Katella Avenue. Due to issues with the existing parking lot lease agreement on the property which the station was to be constructed, it was mutually determined to stop work on the design in July 2023 until the issues could be resolved. At the December 12, 2023 City Council meeting, the design-build agreement with Soltek-ECC was terminated for convenience, and the remaining design work was awarded to COAR Design Group (formerly Jeff Katz Architecture) with the intent to deliver the project as a design-bid-build project when ready.

Under the direction of Public Works and Anaheim Fire and Rescue staff, COAR Design Group completed the remaining portions of the design, and the project was bid on September 25, 2024.

The City received 11 bids on November 21, 2024. Determination of the lowest responsive and responsible bidder for the selected project scope was made in accordance with Public Contract Code 20103.8(d).

The bids are summarized as follows:

1. D&B Property Maintenance LLC (Non-responsive), Calimesa, CA.....$845,012.00

2. AWI Builders, Inc., Burbank, CA.....................................................$13,943,211.00

5. Morillo Construction, Inc., Pasadena, CA ........................................$15,451,000.00

6. Keystone Builders Inc, Anaheim, CA...............................................$15,545,000.00

7. PCN3, Inc., Los Alamitos, CA .........................................................$15,590,000.00

11. FEC Future Contractors and Engineers, Inc., Irvine, CA .................$19,999,000.00 The project specifications required that bidders submit a Statement of Qualifications with past projects of similar size and scope to be deemed responsive and responsible. Bidder number one, D&B Property Maintenance, did not submit the required documentation as part of their proposal, and are a site maintenance contractor that did not intend to bid on the fire station construction.

Their bid has been deemed non-responsive. Bidder number two, AWI Builders, Inc., is the lowest responsive and responsible bidder. Based on the information submitted as part of their bid documents, staff determined the lowest bidder met the minimum requirements with projects of similar size and scope.

The bid price reflects the current bidding environment, appears to be reasonable, and is within the available funding. Construction is scheduled to begin in the 1st quarter of 2025 and is scheduled to be completed by the 3rd quarter of 2026. Liquidated damages are set for $2,000 per day.
