CITY COUNCIL AGENDA REPORT
City of Anaheim

OFFICE OF THE CITY CLERK
DATE: DECEMBER 17, 2024
FROM: OFFICE OF THE CITY CLERK
SUBJECT: [RE]APPOINTMENTS TO REGIONAL AGENCIES
ATTACHMENT (Y/N): YES ITEM # 33
GOVERNMENT CODE §84308 APPLIES: NO
RECOMMENDATION:

That the City Council review the list of all regional agency appointments and consider appointing or re-appointing representatives to serve on those certain regional agencies [Metropolitan Water District of Southern California; North Net Fire Training Joint Powers Authority; Orange County-City Hazardous Materials Emergency Response Authority: Orange County Housing Finance Trust; Orange County Sanitation District; Orange County Water District – District 9; Santa Ana River Flood Protection Agency; Southern California Association of Governments (Orange County Council of Governments); and Transportation Corridor Agency – Foothill/Eastern Area].

DISCUSSION:

In addition to serving on various committees, the Mayor and Council Members may also serve to represent the City on regional boards. At the close of each calendar year or following the City’s General Municipal Election, the City Council reviews the list of those non-termed or term ending appointments to consider any new or re-appointments, as necessary. Attached is a brief description of each regional agency.

Attached is a list of each regional agency being presented to Council which notes each current city representative, vacant seats due to former Council Member ineligible to serve, and term limits; with the exception of the Orange County Mosquito and Vector Control District which bylaws do not allow the appointed representative to be replaced during their term except for cause; Council Member Carlos Leon was appointed to serve a four- year term of office scheduled to expire the first Monday in January 2028. For the remaining agencies, incumbents are eligible for re-appointment and the Council also has the authority to appoint a new member to any agency with the noted term limit.

The city has complied with FPPC regulation 18705.5, which requires posting those certain paid positions in which members have self-appointment authority; as such, the City Council may vote on all appointments.
