CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: DECEMBER 17, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AUTHORIZING SUBMISSION OF A GRANT APPLICATION
FOR STATE COLLEGE BOULEVARD CORRIDOR REGIONAL
TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM (RTSSP)
ATTACHMENT (Y/N): YES ITEM # 25
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, authorize the Director of Public Works or his designee to submit a grant application on behalf of the City of Anaheim (City) to the Orange County Transportation Authority (OCTA) for funding under the M2 Regional Traffic Signal Synchronization Program for the State College Boulevard Corridor Regional Traffic Signal Synchronization Project (RTSSP); and if awarded, authorize the acceptance of such grant funds on behalf of the City, amending the budget accordingly; and determine the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Regulation No. 15301 (b) Class 1.
DISCUSSION:
On November 7, 2006, Orange County voters approved the renewal of the Measure M one-half cent sales tax for transportation improvements. Measure M was originally passed in 1990 ("M1") with a sunset in 2011. With the approval of Renewed Measure M ("M2") in 2006, the voters agreed to the continued investment of local tax dollars in Orange County’s transportation infrastructure for another thirty years to 2041.
The City of Anaheim is the project manager for the State College Boulevard RTSSP in partnership with Caltrans and the Cities of Brea, Fullerton, and Orange. If selected, the project will fund the signal timing and upgrade of signal systems for 58 total signals on State College Boulevard from Cliffwood Avenue in Brea to Garden Grove Boulevard in Orange. In the City of Anaheim, the project will update infrastructure and synchronize 23 signals on State College Boulevard from Via Burton Street to Orangewood Avenue.
A Council resolution authorizing the request for funding consideration and a commitment of match funding for each project from local sources must be provided to be eligible for M2 funding. The City is matching funds with capital project funds as required.
Submission of a Grant Application for State College Boulevard Corridor Regional Traffic Signal Synchronization Program (RTSSP) December 17, 2024
ENVIRONMENTAL DETERMINATION:
The grant application submission, receipt of the award and implementation of the grant projects is exempt from CEQA under Class 1, Section 15301 (Existing Facilities) of Title 14 of the California Code of Regulations as this project will not cause a significant effect on the environment.
IMPACT ON BUDGET:
The Project is using Measure M (M2) funds. Anaheim’s share of the total project is estimated to be $2,321,440 of which OCTA will fund $1,857,152 through the grant, and a required match of $464,288 from city’s restricted transportation funds. If the grant is awarded, the Public Works Department’s budget will be amended accordingly.
Respectfully submitted,
Rudy Emami
Director of Public Works
