City of Anaheim
POLICE DEPARTMENT
DATE: DECEMBER 17, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE THE SECOND AMENDMENT TO THE MASTER
PURCHASING AGREEMENT WITH AXON ENTERPRISE, INC.
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the Second Amendment to the Master Purchasing Agreement with Axon Enterprise, Inc., to increase the not-to-exceed amount from $10,137,642.92 to $11,124,953.93 over the seven-year term for the purchase of seventy (70) additional Axon Fleet 3 systems to be installed in patrol vehicles.
DISCUSSION:
In November 2022, City Council approved the adoption of the integrated technology platform provided by Axon Enterprises, Inc. (Axon) as the sole enterprise system used by the Anaheim Police Department (APD) for the storage of data and evidence, body- worn cameras, Taser Electronic Incapacitation Devices, unmanned aerial systems, and other related network solution systems and equipment. It authorized the Purchasing Agent to execute the Agreement with Axon with a not to exceed amount of $10,137,642.92 over the seven-year term, which includes a contingency amount of $100,000 for additional costs related to training or implementation.. The contract included fifteen (15) Axon Fleet 3 purpose-built in-vehicle recording systems for capturing audio and video, their required licenses, installation, unlimited storage, hardware warranty, and upgrades at no cost to the City. The system consists of a dual- view camera that captures video evidence, a 4K Automated License Plate Recognition (ALPR) camera, ALPR hot lists, and live streaming location updates with Respond. The contract included pre-negotiated pricing for additional Axon Fleet 3 systems to procure additional systems.
APD continues to leverage proactive, intelligence-based policing measures and technology where possible to address crime and quality of life issues by better recognizing, responding to, and enforcing pertinent Anaheim Municipal and California Vehicle Code Violations related to street racing and street takeovers. APD patrol and traffic teams routinely coordinate responses to calls for service as these events come up.
The Second Amendment to this agreement includes the purchase of seventy (70) additional Axon Fleet 3 systems to be installed in each patrol vehicle and will allow “in- car” recording to assist with capturing license plate data and video when responding to Approve the Second Amendment to the Master Purchasing Agreement with Axon Enterprise, Inc.

these events via an onboard integrated video camera and license plate reader. The total cost of seventy (70) additional Axon Fleet 3 systems is $987,311.01 for 57 months.
The Second Amendment also provides seven additional Virtual Reality (VR) headsets and controller kits at no additional cost. This expands the department’s current VR Training suite, which includes 19 VR headsets and seven VR controller kits. The Axon VR training suite provides immersive de-escalation training that makes communities and officers safe.
The term of the existing contract will remain the same. The contract not-to-exceed amount will increase from $10,137,642.92 to $11,124,953.93 over the seven-year term.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s Fiscal Year 2024/25 Restricted Law Enforcement Grant Funds budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully Submitted, Concurred by,
Kari Bouffard Rick P. Armendariz
