RECOMMENDATION:
That the City Council, by Motion, authorize a month-to-month extension of the current master agreement with Brightview Landscape Services, Inc. (Brightview) for landscape maintenance at various Public Works, Police, and Community Services sites, limited to a maximum duration of 5 months and a total amount not to exceed $57,920.20. This extension will provide services while the rebidding process for these services is completed.
DISCUSSION:
On December 20, 2022, Council approved the issuance of a master agreement for landscape services to Brightview. The agreement includes, but is not limited to, the maintenance of plant materials; weed removal and control; plant disease and pest management; mowing and edging turf; maintaining and repairing irrigation systems; removing trash and debris; and other services required to maintain the sites in a safe, attractive, and usable condition.
Staff requested renewing the master agreement, which is set to expire on December 31, 2024, with any price increase being limited to the terms of the original bid. In response to the renewal notice, however, Brightview proposed a 21% price increase, exceeding the allowable increase. While Brightview cited rising labor and material costs as contributing factors, they explained that the primary reason for the increase was an initial underbidding of the project.
Preparations for a new formal bid request are underway. To ensure uninterrupted landscape maintenance during the rebidding process, staff has requested a month-to- month extension of the original agreement for up to five months. Although the full extension is not anticipated to be needed, this will provide ample time to revise the scope of services, issue a new request for bids, and make a new award recommendation. The contractor has agreed to continue services with a 10% increase to the current monthly rates during this period.
