CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: DECEMER 17, 2024
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: HUMAN RESOURCES LEARNING MANAGEMENT SYSTEM

CONTRACT
ATTACHMENT (Y/N): YES ITEM # 21
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve Contract Number MA# 106-498265 (“Agreement”) with Envolvemedia, LLC for a Learning Management System (LMS) for a three (3) year period with two (2) one-year optional renewals for a total amount not to exceed $318,000 with a 5% contingency each year; authorize the Purchasing Agent to execute the agreement and authorize the Human Resources Director, or designee, to execute the renewal options, and any other related documents necessary to implement and administer the Agreement.

DISCUSSION:

The Human Resources Department (HRD) provides citywide organizational development and training programs for over 3,200 full-time and part-time employees. The department currently offers over 150 different courses to all city employees through a Learning Management System (LMS). An eLearning software application supports the City’s Strategic Plan Goal D – Foster a High-Performing Organization, Strategy 1 – Expand our professional development program for departments to build a pipeline of new talent and support professional growth.

The city’s current LMS contract expires in January 2025. To continue providing tools and opportunities to engage, motivate, and empower employees through training and educational courses, an LMS is necessary. It will allow the City to continue achieving performance goals faster by developing new skills and closing skill gaps, quickly roll out personalized learning plans to individual employees, groups and departments based on desire and needs, support state-mandated regulatory compliance trainings, track and manage certification programs and individual employee training participation, facilitate new hire onboarding, and manage citywide class registration.

On July 10, 2024, the Human Resources Department issued a Request for Proposal (RFP).

The RFP identified mandatory and desirable requirements such as, but not limited to, integration and compatibility with other city software, specific administrator, user, and Human Resources Learning Management System

system capabilities; pricing; implementation schedule; training plan; support overview; and compliance with Federal requirements, such as Americans with Disabilities Act.

The City received twenty (20) proposals and four (4) of the proposals were deemed highly competitive and invited to interview with the City. The City’s interview panel included representatives from Human Resources, Finance (Information Technology Division), and SAIC.

The evaluation process was determined by a comprehensive methodology-based algorithm to establish strategic goals, learner and administrative experience, design, technical support, and features and functionality.

Envolvemedia emerged from the process as the most qualified due to the administrative and user intuitiveness of the system, course creation, content management, extensive customization, reporting and analytics, learning paths, training/technical support, references, and cost. Additionally, Envolvemedia’s LMS will not require a third-party implementation team and the process can be completed internally by the Information Technology and HRIS team.

IMPACT ON BUDGET:

Sufficient funds are budgeted Human Resources Department Fiscal Year 2024/25 budget.

Recurring funding will be included in subsequent budgets.

Respectfully submitted,
Linda N. Andal
Human Resources Director
