CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: DECEMBER 17, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FROM ALL AMERICAN ASPHALT FOR SC 800 ASPHALT (COLD MIX)
ATTACHMENT (Y/N): NO ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, accept the bid from All American Asphalt to provide SC 800 asphalt cold mix on an as-needed basis for Anaheim Public Utilities (APU) in the amount of $99,442.50 plus applicable sales tax and a 25% contingency, for a one-year period, with four optional one-year renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid# 9830.
DISCUSSION:
Purchasing solicited bids from known service providers and posted the bid on the City of Anaheim’s bid portal. Sealed bids were received by 2:00 p.m., November 05, 2024, from the following vendor:
Bidder Total Bid
All American Asphalt $ 99,442.50
Corona, CA
The bid was based on supplying SC 800 asphalt cold mix material on an ongoing, as- needed basis for delivery or will-call. The bid value was determined based on the pricing per ton, estimated annual quantities, and the size of each load. After reviewing all our purchases from the last three years we have averaged 16 loads of 60 tons of cold mix (SC800) per year at an estimate of $6,000 dollars per 60 tons. This material will be used to temporarily fill and patch potholes, pavement depressions, and utility cuts during various projects until permanent repairs are scheduled.
The initial term of the agreement will be for a one-year period with up to four one-year optional renewals. Pricing is subject to change once every quarter, utilizing a price adjustment formula published by the California Department of Transportation (Caltrans) due to the constant fluctuation in petroleum prices. Renewal option pricing shall be governed by the change in the Caltrans California Statewide Crude Oil Price Index Acceptance of Bid for SC 800 Asphalt (Cold Mix)
December 17, 2024
(CSCOPI). There is no guaranteed or implied commitment to purchase a specific quantity for the duration of the agreement. A 25% contingency is recommended to cover additional cold mix for unusually high demands that may occur during the administration of this agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Utilities Department’s Fiscal Year 2024/25 Water Utility Fund budget. Future year renewals will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Kari Bouffard Dukku Lee
