CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: DECEMBER 17, 2024
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: APPLICATION FOR THE FY 2024 ASSISTANCE TO

FIREFIGHTERS GRANT PROGRAM (AFG)
ATTACHMENT (Y/N): YES ITEM # 28
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council:

1. By Resolution, authorize the Fire Chief, or his designee, to submit a grant application of the City of Anaheim, to the U.S. Department of Homeland Security for the Fiscal Year 2024 Assistance to Firefighters Grant Program (AFG) and execute all related grant documents; and

2. By Motion, increase the Fire & Rescue Department budget accordingly, in an amount not to exceed $3,988,000 for the fiscal year in which grant funds are awarded, if the application is successful.

DISCUSSION:

The Federal Emergency Management Agency (FEMA) of the United Sates Department of Homeland Security (DHS) has developed grant programs to assist fire departments in protecting the public and emergency personnel from fire and related hazards. The Assistance to Firefighters Grant Program (AFG) is currently accepting applications.

The Assistance to Firefighters Grant (AFG) assists fire departments and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary for protecting the public and emergency personnel from fire and related hazards. The Anaheim Fire & Rescue Department (Anaheim Fire & Rescue) has utilized this grant program in recent years to replace expired self-contained breathing apparatus (SCBA) bottles along with cardiac monitors and fitness equipment that have reached the end of their useful life.

In 2019, Anaheim Fire & Rescue purchased a fleet of cardiac monitors to support patient care in emergency medical services (EMS) and other critical care applications. The monitors have now reached the end of their expected useful life of 5 to 8 years, as recommended by the manufacturer and industry standards.

Application for the FY 2024 Assistance to Firefighters Grant (AFG) Program December 17, 2024

Page 2 of 2 ends

The existing devices in question, Zoll X15 series have provided reliable service given the high usage but are now experiencing increased maintenance costs, software compatibility challenges, and potential operational risks due to aging components. The cardiac monitor is a required tool by Orange County Emergency Medical Services (OC EMS), our governing body, for providing Advanced Life Support service to our community. To maintain high standards of care and compliance with OC EMS standards, it is essential to replace these units promptly.

Anaheim Fire & Rescue is seeking grant funds to replace the aging cardiac monitor equipment that has reached or is approaching the end of its useful life. The application for the FY 2024 Assistance to Firefighters Grant (AFG) Program estimated cost of the equipment does not exceed $3,988,000. A 10% local match of up to $398,800 will be required, and funds are available to match the grant, if the application is successful.

IMPACT ON BUDGET:

If awarded, the Fire & Rescue Department’s budget will be increased in the Fire Grants Fund by the amount of the grant award, not to exceed $3,988,000, for the fiscal year in which the grant is awarded. Matching funds are available in the Fire & Rescue Equipment Fund Budget.

Respectfully submitted,
Patrick Russell
Fire Chief
