ATTACHMENT (Y/N): YES ITEM # 27
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, ratify the submission of the grant application and authorize the Chief of Police or his designee, to accept a grant award on behalf of the City of Anaheim from the U.S. Department of Justice, Office of Community Oriented Policing Services, to participate in the Fiscal Year (FY) 2024 Safer Outcomes:
Enhancing De-escalation and Crisis Response Training for Law Enforcement Grant Program; authorize the City Manager and Chief of Police, or their designees, to execute all grant agreements and other required documents, and take any actions necessary to implement such grant agreements and other required documents; and increasing the Fiscal Year 2024/25 revenue and expenditure appropriations in the Police Department’s Restricted Law Enforcement Grants Fund by $350,000.
DISCUSSION:
The Office of Community Oriented Policing Services has approved the City’s application for funding under the FY 2024 Safer Outcomes: Enhancing De-escalation and Crisis Response Training for Law Enforcement Grant Program in the amount of $350,000. This grant provides funding to cover the development and implementation of a 40-hour training program on Crisis Intervention Teams within the Anaheim Police Department. This funding will enable the presentation of one class per month with an average anticipated attendance of twenty officers, support personnel, and qualified mental health clinicians.
As a result, potentially 480 students will receive Crisis Intervention Teams training.
Crisis Intervention Teams (CIT) are community-based programs that bring together law enforcement, mental health professionals, mental health advocates, and other partners to improve community responses to mental health crises. The goal of CIT training is to prepare patrol officers to identify and most effectively respond to mental health crisis situations, divert individuals from the criminal justice and juvenile justice systems when appropriate, and help individuals access local mental health services. CIT is unique among law enforcement training in that it has significant community involvement, as many instructors are drawn from the advocate and mental health professional FY 2024 Safer Outcomes: enhancing De-Escalation and Crisis Intervention Response Training for Law Enforcement Grant Program December 17, 2024
community. Topics to be addressed include de-escalation techniques, community resources, mental health diagnoses, basic psychopharmacology, officer wellness, and suicide.
The Anaheim Psychiatric Emergency Response Team (PERT) consists of two full-time APD officers and two OCHCA mental health clinicians who respond to calls from dispatch to meet a community member in need of mental health crisis intervention or assessment. The current collaboration between APD and OCHCA has been successful in addressing mental health crises throughout the city and connecting individuals experiencing homelessness with mental health services and has been widely recognized as the leading model in Orange County. Through this grant, PERT officers will receive CIT Instructor training and will develop a training program which reflects local resources and operational methods. This grant will allow the City of Anaheim to continue to be a leader of innovation within the mental health community while providing officers new knowledge, skills, and understanding of their role within their agency and community.
IMPACT ON BUDGET:
Fiscal Year 2024/25 revenue and expenditure appropriations in the Police Department’s Restricted Law Enforcement Grants Fund will be increased by $350,000. There is no local match requirement.
Respectfully submitted,
Rick P. Armendariz
Chief of Police
