Onlineappsandtechcompaniesareexploitingourkidsandcausingharm, soitisurgentthatthe CongresspassadataprivacylawthatprotectsthepersonalprivacyofAmericans, especiallyour childrenandteens. Formanyyears, I'vecalledoutthemanipulativeanddarkpracticesofBigTech platforms. I'vesoundedthealarmabouthowincessantsurveillanceandtrackingharmsyoungpeople andhowBigTechplatformsusemanipulativedesigntoaddictkidstotheirproductsandrepeatedly exposeyoungpeopletoharmfulcontent.
ThatiswhyIhaveintroducedthebipartisanChildrenandTeens’ OnlinePrivacyProtectionAct (COPPA
2.0) toupdateyouthprivacyprotectionsonline. COPPA2.0buildsuponcurrentlawtostrengthen 1 protectionsrelatedtotheonlinecollection, useanddisclosureofpersonalinformationofchildrenand minorsuptoage16. Thisbillwilladdresstheexcessivecollectionandsurveillanceofyouth, banharmful targetedadvertisingandpromptBigTechplatformstoprovideyoungpeopleandparentswiththetools neededtonavigatetheonlineworld.
Addressingyouthdataprivacyiscritical, butmoreactionisneededtocountertheunscrupulousways techplatformsaddictchildrenandstealtheirattention. That’swhyI amchampioningthebipartisanKids OnlineSafetyAct (KOSA) toprovideyoungpeopleandparentswiththetools, safeguards, and transparencyneededtokeepchildrenandteenagerssafeonlineandholdBigTechcompanies accountable. KOSAoutlawsonlinepracticessuchasmanipulativemarketing, amplificationofharmful content, anddamagingdesignfeaturesthatthreatenyoungpeopleonline.
COPPA2.0andKOSAwillgiveyoungpeopleachancetoavoiddangerousonlinecontentandsituations thathaveimperiledtheirlivesandprivacy. Toomanychildrenhavediedbysuicideafterbeingfed repeatedpro-suicideonlinecontent. Othershavebeencyberbullied, hurtbydangerousviralchallenges orhaveoverdosedonfentanyl-laceddrugspurchasedonsocialmedia. Researchhasmadeitclearthat ourincreasinglyonlineworldisunsafeforchildren, withpopularappspushingkidstospendunhealthy amountsoftimeontheirdevicesandnegativelyaffectingthementalhealthofteens. It’spasttimeto takeaction. Theincessantsurveillanceofchildrenandteensmustend, andCongressmustinstitute safeguardstoaddressaddictivedesignfeaturesandrequiretransparencyofalgorithms.
IamencouragedthatleadersinCongressaretakingactionwiththereleaseofthebicameral, bipartisan AmericanPrivacyRightsActdiscussiondrafttoaddresscomprehensivedataprivacyreform. The proposedtextminimizesthedatathatcompaniescancollectanduse, providesstrongerprotectionsfor sensitivedataandallowsAmericanstoaccessordeletetheirdata. Fortoolong, BigTechcompaniesand databrokershaveoperatedwithfewchecks, constantlysurveillingandaggregatingourpersonaland privateinformationforprofit. I lookforwardtoworkingtoensurethatweprioritizeandmaximize protectionsforournation’syouthinanycomprehensiveprivacylegislation.

WhyThisMatters: Suicidewasthesecondleadingcauseofdeathamongyouthages10-25 yearsinCaliforniabetween2018and2022, withyouthages10-18experiencingamorethan20% increaseinsuicideratesfrom2019to2020. The “NeveraBother” conceptwaschosenbyyouth duetotheinvitingandwelcominglookandfeelofthecampaign, whichincludesapproachable iconsandlanguage. Thecampaignresonateswithyouthasitvalidatestheirfeelingsofnot wantingtobeaburdentoothers. Itspeakstotheirneedtoknowthattheyareneverabother, thatnoproblemistoosmall, andthatit isimportanttocheckinwithoneanotherbefore, during, andafteracrisis.

Helpyoungpeopleaskforhelp, knowthattheydeservehelp, andtheyarenota “bother,” andcommunicatethattheyarenotaloneinsupportingthemselvesorafriendbefore, during, andafteracrisis.
Supportyoungpeoplereachingoutforhelp, forthemselvesorforafriend.
Strengthenparentsandcaregivers’ abilitiestorecognizewarningsignsofsuicideand intervene.

Anadvisoryfromthe city saidmentalhealthfor youngNewYorkers "hasbeendeclining for overa decade." Theadvisorysaidthat datafrom2021showedthat onweekdays, 77% of NewYorkCityhighschoolersspentthreeor morehoursperdayin front of screens, not includinghomework.
AdamsclaimedTikTok, YouTubeandFacebookare "fuelinga mentalhealthcrisisby designingtheir platformswith addictiveanddangerousfeatures." In May2023, SurgeonGeneralVivekMurthyissuedanadvisorywarningthat excessive socialmediausecouldbea "profoundrisk" to youthmentalhealth.
Theadvisoryrecognizedthat socialmediahasbothpositiveandnegativeeffectson youngpeople. Accordingto PewResearch, 59% of adolescentsreportedthat social mediahelpsthemfeelmoreaccepted. Butthe advisorysaidultimatelytherewasn't enough "researchandcleardata" to determineif socialmediais "safe" for adolescents to use.
