ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, authorize the Director of Public Works, or designee, to submit Comprehensive Transportation Funding Program (CTFP) grant applications for the Lincoln Avenue and Harbor Boulevard Intersection Improvement Project and Lincoln Avenue Widening from Evergreen Street to State College Boulevard Project, with a grant request of $1,300,812 with a match amount of $433,604, and if awarded, authorize the acceptance of such grants by the Director of Public Works on behalf of the City, and amend the budget in the fiscal year accordingly.

DISCUSSION:

Orange County Transportation Authority (OCTA) issued the Measure M2 annual competitive call for projects for 2025 under the CTFP for Project O – the Regional Capacity Program (RCP). This call will allocate a total of $30 million in grant funds through the RCP for the Arterial Capacity Enhancement (ACE), Intersection Capacity Enhancement (ICE), and Freeway Arterial/Street Transition (FAST) categories through the end of June 30, 2028.

The City of Anaheim prepared two competitive grant applications under the ICE and ACE categories, with a grant request totaling $1,300,812. If the grants for the projects are awarded, matching funds of $433,604 will be required to be appropriated from the City’s restricted transportation funds.

The two proposed projects are summarized below:
 Lincoln Avenue and Harbor Boulevard Intersection Improvements (ICE) o This project will widen the intersection on the eastbound approach along the south side of Lincoln Avenue to facilitate the construction of a dedicated eastbound right-turn lane at Harbor Boulevard. With this project, right-turning Comprehensive Transportation Funding Program (CTFP) Grant Applications for the Lincoln Avenue and Harbor Boulevard Intersection Improvements Project and the Lincoln Avenue Widening from Evergreen Street to State College Boulevard Project January 14, 2025

vehicles will be channelized to remove conflicts with the heavier eastbound through movement during peak hours. This project previously received CTFP grant funding for the design phase. The current grant application is requesting $940,812 with a matching fund requirement of $313,604 for the right-of-way phase. Construction is anticipated to begin in FY 2026-27.
 Lincoln Avenue Widening from Evergreen Street to State College Boulevard Project (ACE) o This project will widen Lincoln Avenue from four to six lanes within the project limits to match the six-lane configurations at the west and east ends. The project improvements will relieve congestion by adding additional roadway capacity. This improvement project will make the roadway consistent with the City’s General Plan Circulation Element and County Master Plan of Arterial Highways. The grant application is requesting $360,000 with a matching fund requirement of $120,000 for the environmental and preliminary engineering phase. Construction is anticipated to begin in FY 2027-28.

This work supports the City’s Strategic Plan including Goal A - Maintain Financial Responsibility, Strategy No. 1 Identify potential new funding sources/revenue to increase City revenues to maintain and enhance services, and Strategy No. 2 Continue proactive pursuit of [regional], state, and federal grant funds, and Goal C - Invest in Infrastructure and Amenities, Strategy No. 4 Improve, enhance, beautify, and maintain major street corridors.

IMPACT ON BUDGET:

If the Department of Public Works is successful in obtaining the grant funds of $1,300,812, the Department’s budget will be amended with the grant funds and matching funds of $433,604 appropriated from restricted transportation funds in the corresponding fiscal year.

Respectfully submitted,
Rudy Emami
Director of Public Works
