RECOMMENDATION:
That the City Council, by Resolution, approve a request to waive payment of grading and building-related fees, in the form of reimbursement of fees already paid totaling $13,012, associated with an outdoor basketball court and tenant improvements at a city-owned facility leased to Access California Services (AccessCal) at 300 West Carl Karcher Way.
BACKGROUND:
AccessCal has 23 years of experience providing services to the Anaheim community.
They provide case management and client advocacy, access to health coverage, employment services, emergency financial assistance, homeless and senior services, mental health, citizenship and immigration assistance, a microenterprise training program, tax preparation assistance, education and after-school services, youth mentoring, parenting classes, home visitation, and recently added veteran’s services.
At the January 25, 2022, City Council meeting, the Council approved a lease of a city-owned facility located at 300 West Carl Karcher Way to AccessCal for a period of ten years, with up to two five-year renewal options. The agreement indicates that the City will work cooperatively with AccessCal to address necessary improvements to the building. Soon after the agreement was approved, building permits were obtained for the necessary improvements. At the September 13, 2022, City Council meeting, the Council approved the waiver of the building permit fees associated with those building permits, totaling $13,295.65.
Request To Waive Grading and Building Permit Fees for AccessCal for a City-owned Building at 300 West Carl Karcher Way January 14, 2025
DISCUSSION:
The applicant, Nahla Kayali, Founder and Executive Director, has submitted a request to waive additional grading and building-related fees, in the form of reimbursement, totaling $13,012 for an outdoor basketball court and tenant improvements associated with AccessCal to a city-owned property at 300 West Carl Karcher Way. The requested fees to be waived include grading and building-related fees such as building and public works plan check, building inspection, grading inspection, planning review, and public works review. As part of the lease agreement, AccessCal is responsible for all expenses related to the operation of their programming and services on the grounds and facilities including, but not limited to, providing the resources necessary for staffing, taxes and assessments, the construction costs of tenant improvements to the existing space, general maintenance, utilities, landscaping, refuse disposal, and operational supplies and equipment.
AccessCal operates with the support of various grants, government contracts, and community donors. The grading and building improvements at this site, which include additions of exterior awnings and an outdoor basketball court, will allow for an expansion of services to the community.
Staff recommends the City Council approve the fee waiver, in the form of a reimbursement totaling $13,012, relating to grading and building permit fees. The improvements paid for by AccessCal to the city-owned building and surrounding property represent an investment in the facility, and an investment in services in furtherance of the City’s goals to assist families and individuals in need within our community.
IMPACT ON BUDGET:
The fees to be waived for the AccessCal project total $13,012.
