RECOMMENDATION:
That the City Council, by Motion:
1) Approve the Professional Services Agreement (Agreement,) for professional vehicle/emission consulting services between the City of Anaheim (City) and CleanFleets.net LLC, for a five-year term, in an amount not-to-exceed $100,000 per contract year, for a total contract amount not-to-exceed $500,000; and 2) Direct and authorize the Public Works Director, on behalf of the City, to execute the Agreement and take such actions as are necessary, required, or advisable to implement and administer the Agreement.
DISCUSSION:
A Request for Proposals (RFP) was advertised on the City’s online bidding platform in October 2024. A total of 26 firms downloaded the RFP and three submitted proposal responses. In accordance with Council Policy 4.1 – Selection of Professional Consultants, the Public Works established a review board, reviewed the proposals received, and ranked the proposals in accordance with the selection criteria prescribed in the RFP. Out of the three responses, CleanFleets.net LLC was deemed the most qualified and selected in accordance with the criteria to assist with fleet emissions compliance, to advise the City on any changes to compliance rules and regulations, and to recommend necessary actions for the City to stay in compliance.
Based on past performance, relevant experience, staff qualifications, project approach, and reasonableness of fees to perform the services specified in the RFP, the consultant was deemed best to aid in monitoring emissions compliance laws/ regulations from a multitude of sources including South Coast Air Quality Management District (SCAQMD), California Air Resources Board (CARB), and the Environmental Protection Agency (EPA).
Based on the above criteria, the firms were ranked as follows:
