REASONS WHY PROJECT IS EXEMPT: The project is exempt from CEQA under the following sections of the CEQA Guidelines due to its scope and nature: Section 15301 (Existing Facilities): The project involves maintenance and repair of existing infrastructure, such as reconstructing damaged sidewalks, driveways, and curb ramps, along with pavement repairs, signage and pavement markings.
These actions constitute minor alterations with no significant expansion of current use, qualifying under this exemption. Section 15302 (Replacement or Reconstruction): The project replaces or reconstructs existing structures (sidewalks, curb ramps, speed lumps, and driveways) without expanding capacity or altering their purpose. The upgrades are within the same site and function as the original facilities. Section 15303 (New Construction or Conversion of Small Structures): The installation of new sidewalks and a curb ramp fall under this exemption as they represent small new facilities that improve public infrastructure. Section 15304 (Minor Alterations to Land): The project includes minor land alterations for the installation of new sidewalks and a curb ramp, which alter the land condition without significant environmental impact.
