CITY COUNCIL AGENDA REPORT
City of Anaheim
PLANNING AND BUILDING DEPARTMENT
DATE: JANUARY 28, 2025
FROM: PLANNING AND BUILDING DEPARTMENT
SUBJECT: APPROVAL OF PROFESSIONAL SERVICES AGREEMENTS
WITH WILLDAN ENGINEERING AND 4LEAF, INC. FOR AS-
NEEDED MUNICIPAL CODE ENFORCEMENT CONSULTING
SERVICES FOR THE PLANNING AND BUILDING
DEPARTMENT COMMUNITY PRESERVATION AND
LICENSING DIVISION
ATTACHMENT (Y/N): YES ITEM # 16
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, take the following actions:
1) Approve Professional Services Agreements between the City of Anaheim and the following two consulting firms: Willdan Engineering and 4LEAF, Inc., each in an amount not to exceed $250,000, for as-needed municipal code enforcement consulting services for the Planning and Building Department Community Preservation and Licensing Division, each for a one year term with two one-year optional renewals; and
2) Authorize the Planning and Building Director, on behalf of the City, to execute the Agreements and other related documents necessary to implement the Agreements.
DISCUSSION:
The Planning and Building Department, Community Preservation and Licensing Division desires the ability to utilize professional consulting support in the areas of vendor enforcement and other municipal code enforcement services on an as-needed basis. The use of consultants benefits the department and the community by providing the flexibility to meet fluctuations in workload while continuing to address City Council priorities. Although the Community Preservation and Licensing Division is actively recruiting full-time and part-time staff to fill vacant positions, the ability to utilize consultants on an as-needed basis helps ensure code enforcement responsibilities can be carried out efficiently, effectively, and in a timely fashion while positions remain unfilled to address programs such as vendor enforcement, quality rental housing, and corridors.
Professional Services Agreements for As-Needed Consulting Services (Community Preservation and Licensing Division) January 28, 2025
Proposal Evaluations
In July of 2024, the Community Preservation and Licensing Division issued an RFP for as- needed municipal code enforcement consulting services. An interdepartmental committee of qualified staff reviewed and evaluated the two proposals received based on the criteria outlined in the RFP. The criteria included relevant experience, staff expertise, costs, and ability to provide staffing to venues and events to support the City’s vendor enforcement efforts. Staff recommended both consultants, Willdan Engineering and 4LEAF, Inc., based on their extensive municipal code enforcement experience and a strong understanding to City’s programs, enabling them to deliver efficient, cost-effective and qualified staff to support the Division’s important efforts to address the quality of life, safety, and aesthetics of the community.
Agreement Terms
Because these are the first agreements for as-needed municipal code enforcement consulting services, the agreements are proposed to be in place for an initial term of one year, with the ability to extend for two–one year terms, giving a maximum agreement of three years. Each consultant agreement would have a maximum contract amount of $250,000.
IMPACT ON BUDGET:
Funding for consulting services is not currently included in the Planning and Building Department’s FY 2024/25 General Fund budget, however is offset by salary savings from vacant positions in the Division. Certain contract expenses may be reimbursed all or in part by revenues depending on the nature of the services provided.
Respectfully submitted,
Heather Allen
Acting Planning and Building Director
