CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: JANUARY 28, 2025
FROM: POLICE DEPARTMENT
SUBJECT: APPLICATION FOR THE 2024 HOMELAND SECURITY GRANT

PROGRAM URBAN AREAS SECURITY INITIATIVE (HSGP
UASI)
ATTACHMENT (Y/N): YES ITEM # 19
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council:

1. By Resolution, authorize the Chief of Police, or his designee, to submit a grant application on behalf of the City of Anaheim in conjunction with the City of Santa Ana, to the State of California Office of Emergency Services (State) for the 2024 Homeland Security Grant Program Urban Areas Security Initiative (HSGP UASI), and once the Grant Funds are received by the City, and increase the Police Department’s budget for the FY 2024/25 Urban Area Security Initiative Grant Fund as appropriate; and

2. By Motion, approve the Memorandum of Understanding (MOU) between the Cities of Anaheim and Santa Ana for the Urban Areas Security Initiative 2024 and authorize the City Manager to execute the MOU.

DISCUSSION:

Since 2004, the U.S. Department of Homeland Security (DHS), through the State of California’s Office of Homeland Security (OHS) now known as California Office of Emergency Services (CalOES), has designated the Cities of Anaheim and Santa Ana (hereafter referred to as the “the Cities”) as Urban Areas and awarded grant funds yearly under the Homeland Security Grant Program’s Urban Area Security Initiative (HSGP UASI).

The UASI program assists high-threat, high-density Urban Areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The grant specifically provides funding for anti-terror equipment, planning, training, exercises and technical assistance. Funding is allocated based on risk and need, and must be used to build the regional critical capabilities with the goals and priorities of the program.

Page 2 of 2 ends

In 2006, DHS combined the Anaheim UASI and the Santa Ana UASI into a single Urban Area. With this came the requirement that one of the two UASI jurisdictions be designated as the Single Point of Contact (SPC) for purposes of the grant application and financial management of the grant. The Cities wish to continue their collaborative effort with the 2024 HSGP UASI Grant, with Anaheim designated as the SPC.

The Cities elected to define each Urban Area broadly to include all jurisdictions in the county, as well as key disciplines, such as Health, Law, Fire, Emergency Management and others as defined by DHS. The Cities have formed a true partnership with all stakeholders in the county and all other jurisdictions, and have collaborated to enhance overall preparedness levels, at all times focusing on mitigating risk and improving consequence management for the most critical infrastructure and targets. The projects approved for funding under the FY2024 HSGP UASI grant have been approved by the Orange County Urban Area Working Group (UAWG), and align with the FY2024 DHS National Priority Areas.

This grant award supports the city’s Strategic Plan Goal A – Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds.

IMPACT ON BUDGET:

Once Grant Funds are received by the City, the FY 2024/25 Police Department’s restricted Urban Area Security Initiative Grant Fund will be amended as appropriate.

There is no local match requirement.

Respectfully submitted,
Rick P. Armendariz
Chief of Police
