Anaheim Police Department’s (APD) Air Support Unit utilizes a moving map system and an HD/color camera on its aircraft to monitor activity on the ground. The Air Support Unit currently utilizes a moving map system on each aircraft originally purchased in 2010.
These systems are no longer supported by the manufacturer, have an outdated, unsupported Windows operating system, are not able to accept updated GIS information, and, most importantly, do not have the ability to overlay mapping information on a video Helicopter Retrofit: Moving Map and Video Display Monitor Integration January 28, 2025
feed. Additionally, it has experienced a failure in the recording system due to a video output failure in the monitor, and the system currently records with a degraded picture.
These issues create situations where the Air Support crew cannot provide accurate information to police personnel on the ground, creating confusion, and officer safety situations.
The recommended moving map system is a state-of-the-art system that is used by all surrounding area law enforcement Air Support Units. It has a fully supported software system, updateable GIS mapping data, and a map that integrates with and overlays the helicopter’s video feed from the current aircraft camera system. This allows for the crew to maintain visual contact with activity on the ground and provides exact mapping location information to police personnel on the ground. This offers better situational awareness for the aircrew and police personnel on the ground, leading to greater officer safety and efficient use of resources. Additionally, these systems have built in HD DVR’s allowing for HD video recording of incidents as evidence, including in-progress crimes. The recommended system is certified by the United States Federal Aviation Administration (FAA) and will be installed at the vendor’s facility, which is an FAA-approved Repair and Overhaul Station.
This agreement facilitates the installation of a moving map system and video display monitor for all three (3) helicopters in APD’s Air Support fleet. The evaluation criteria for the request for proposals included factors such as bidder’s and their staff’s experience in performing similar services, the proposed implementation plan, and the bidder’s ability to meet the required functionality and service standards. Hangar One Avionics Inc. received the highest overall score while offering the most competitive cost. Therefore, staff recommends awarding the contract to Hangar One Avionics Inc.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s Fiscal Year 2024/25 Restricted Law Enforcement Grant Funds budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
