CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JANUARY 28, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR TREE MAINTENANCE SERVICES

FOR THE ANAHEIM RESORT MAINTENANCE DISTRICT
(EAST) FROM GREAT SCOTT TREE SERVICE, INC.

ATTACHMENT (Y/N): NO ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the bid from Great Scott Tree Service, Inc., in the amount of $1,600,830.64 plus a 20% contingency, to provide as needed tree maintenance services for the eastern portion of the Anaheim Resort Maintenance District (ARMD) for a five-year period. Authorize the Purchasing Agent to execute all necessary contractual documents related to the agreement, including one-year optional renewals commencing after year one of the five year period, all in accordance with Bid #9841.

DISCUSSION:

West Coast Arborists, Inc. $ 2,116,627.00
Anaheim, CA
SGD Enterprises $ 2,291,495.20
Van Nuys, CA
The bid was based on the estimated annual need for trimming approximate 2,300 trees located in the eastern portion of the ARMD, which requires regular pruning and maintenance. Bidders were asked to provide a fixed trimming cost per type of tree, which was multiplied by the required annual frequency of service to ensure the trees remain in a healthy state. Proper tree trimming is essential for maintaining the structural integrity of the trees, promoting healthy growth, and reducing the risk of broken limbs or falling branches. This not only protects the trees themselves but also safeguards the surrounding environment and ensures the safety of all visitors and guests.

The term of the agreement will be for a one-year base period, with up to four one-year optional renewals. The projected cost for the initial year of service is $289,710. To account for potential future increases in overhead costs, bidders were asked to provide fixed pricing for the optional renewal years. Additionally, a 20% contingency is recommended to cover any unforeseen maintenance needs that may arise during the course of the agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 Operations budget from restricted Resort Maintenance District funds. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Kari Bouffard Rudy Emami
Purchasing Agent Public Works Director
