CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JANUARY 28, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ENGINEERING SERVICES AGREEMENT WITH WOODARD &

CURRAN FOR THE DESIGN OF THE CRESCENT, BROADVIEW

AND VICTORIA SANITARY SEWER IMPROVEMENTS

PROJECT
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the Agreement with Woodard & Curran, in the amount of $869,275 plus a 10% contingency for a total contract amount not to exceed $956,203, for the design of the Crescent, Broadview and Victoria Sanitary Sewer Improvements (Project), and authorize and direct the Director of Public Works, on behalf of the City of Anaheim (City), to execute the Agreement and any related documents and take such actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The Department of Public Works has an ongoing citywide sanitary sewer capital improvement program to identify and address existing and build-out peak dry weather sewer flow needs. Staff identified the Crescent, Broadview and Victoria areas for high priority sewer capacity needs based on system deficiencies and operations and maintenance (O&M) issues.

The Project involves the neighborhood sewer system consisting of approximately 15,000 linear feet of piping, ranging from 8 inches to 12 inches (not including laterals) to eliminate existing and build-out sewer system deficiencies. It encompasses the following streets: Muller Street, Crescent Way, Lincoln Avenue, Penhall Way, Broadview Street, Victoria Avenue, Agate Street, Empire Street, Archer Street, and Broadway. This Project will also find the most efficient and effective way to reduce high monthly maintenance costs by eliminating four siphons on Broadway.

On September 26, 2024, a Request for Proposals (RFP) for the Project design was publicly posted on the City website, PlanetBids, and sent to engineering consultants specializing in this type of work. On October 24, 2024, the City received three proposals from professional engineering firms.

In accordance with Council Policy 4.1, a review committee conducted an evaluation of the proposals and ranked them as follows:

Firm Ranking
Woodard & Curran – Irvine, CA
Cannon Corp – San Luis Obispo, CA
GHD – Irvine, CA
The review committee unanimously concluded that Woodard & Curran was the most qualified and responsive firm for this Project. Woodard & Curran provided a detailed scope of work to mitigate the existing deficiencies, a work plan to meet the schedule requirements of the Project, a qualified and experienced team, and conformed to the guidelines and requirements detailed in the RFP.

The Agreement was negotiated for a base contract fee of $869,275, plus a 10% contingency for a total contract not-to-exceed amount of $956,203. The cost appears reasonable, and Woodard & Curran is recommended to provide their engineering services for the Project.

This Project supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, Strategy No. 13 – Address deferred and ongoing maintenance needs.

IMPACT ON BUDGET:

Adequate funding is available from the Department of Public Works’ FY 2024/25 restricted Wastewater Fund CIP budget.

Respectfully submitted,
Rudy Emami
Director of Public Works
