CITY COUNCIL AGENDA REPORT
City of Anaheim

PLANNING AND BUILDING DEPARTMENT
DATE: JANUARY 28, 2025
FROM: PLANNING AND BUILDING DEPARTMENT
SUBJECT: SECOND AMENDMENT TO PROFESSIONAL SERVICES
AGREEMENT WITH CSG CONSULTANTS, INC. FOR AS-

NEEDED PLAN CHECK, PERMIT PROCESSING, AND

INSPECTION CONSULTING SERVICES FOR THE

PLANNING AND BUILDING DEPARTMENT BUILDING

SERVICES DIVISION
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, take the following actions:
1) Approve the Second Amendment to the Professional Services Agreement with CSG Consultants, Inc., to increase the contract amount by $500,000, increasing the maximum compensation amount to $2,500,000, for as-needed plan check, permit processing, and inspection consulting services for the Planning and Building Department Building Services Division; and 2) Authorize the Planning and Building Director, on behalf of the City, to execute the Amendment and other related documents necessary to implement the Amendment.

DISCUSSION:

In March 2020, the City issued a Request for Proposals for as-needed consulting services for the Building Services Division in the areas of building plan check, building permit processing services, and building inspections.

Agreements with seven firms were approved by the City Council in June 2020. These firms are Bureau Veritas of North America, Inc.; CSG Consultants, Inc.; Interwest Consulting Group, Inc.; Jason Addison Smith Consulting Services, Inc.; Scott Fazekas and Associates, Inc.; The Code Group, Inc., dba VCA Code; and 4 Leaf, Inc.

The agreements were for an initial term of three-year terms plus two one-year extensions, the last of which will expire on June 30, 2025.

Second Amendment to Professional Services Agreements with CSG Consultants, Inc. for As-Needed Consulting Services (Building Services Division)

Page 2 of 2 ends

While staff has the flexibility to call on the services of all seven firms, CSG Consultants, Inc. (CSG) has been used more extensively because of their competitive hourly rates and proven success in providing qualified contract staff to meet the Department’s needs specifically on large-scale and technically complex projects with applicants such as OCVIBE and Disney.

Therefore, and because of the extraordinary volume of planning and building activity over the course of the past several years as well as that projected to occur over the remaining contract term by these projects, staff requests an increase to the maximum compensation limit for CSG by $500,000 to cover the remaining term of the contract, which would allow the Building Division to continue to utilize CSG through June 30, 2025.

This second amendment would increase the maximum compensation for CSG from $2,000,000 to $2,500,000. The City Council previously authorized a first amendment for a $750,000 increase in March 2023 from the original maximum amount of $1,250,000.

Without the second amendment, the Building Services Division will not be able to continue to utilize the plan check services of CSG through the remaining contract term ending June 30, 2025. The additional funding will allow the Building Services Division to provide uninterrupted services to the OCVIBE and Disney projects in various stages of review and construction. Therefore, staff recommends City Council approval.

IMPACT ON BUDGET:

Funding for consulting services is included in the Department’s budget. All contract expenses will be offset by revenues, as applicants are required to pay for all costs associated with plan check and inspections associated with building projects.

Respectfully submitted,
Heather Allen
Acting Planning and Building Director
