SUBJECT: APPROVE AGREEMENT WITH FASTER ASSET SOLUTIONS
FOR FLEET ASSET SOLUTIONS SOFTWARE
ATTACHMENT (Y/N): YES ITEM # 12 GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve Master Agreement Contract Number MA# 106-498333 for the fleet maintenance software site license and web support services between the City of Anaheim (City) and TT FASTER LLC, dba FASTER Asset Solutions (FASTER), in the amount of $200,000 plus a 30% contingency for a five-year period; and authorize the Purchasing Agent to execute the Contract and related documents, including one-year optional renewals commencing after year one of the five- year period.
DISCUSSION:
Since 1999, FASTER has been an essential tool for the City’s Public Works Operations and Maintenance Division, providing a proprietary fleet management software system to support efficient vehicle management and operations, managing over 1,200 assets. The software provides critical functionalities that enable effective fleet management, including billing, parts inventory, and replacement schedules. The system tracks preventive maintenance for each asset, reducing downtime and unexpected repair costs.
It offers real-time inventory snapshots, allowing the City to monitor fleet growth and conduct ‘right-sizing’ analyses to optimize the size and composition of the fleet.
Additionally, FASTER tracks essential scheduled actions such as emissions testing and inspections, ensuring compliance with regulatory requirements and avoiding potential penalties. The software also provides a comprehensive maintenance history for each asset, outlining maintenance, repair, and fuel expenses while offering valuable insights through cost-per-mile and cost-per-gallon metrics. In addition, its tire tracking capabilities further enhance operational efficiency by monitoring tire inventory, usage, and associated costs.
Public Works utilizes CGI along with other software applications that are continuously evolving, and at times, specialized services may be required from the vendor at an additional cost. SSL configuration is not included in the original request and will incur additional expenses. Tailored onsite training is also not part of the contract cost and will be charged separately. Customized training is essential to ensure that our team is fully Agreement with FASTER Asset Solutions for Fleet Asset Solutions Software January 28, 2025
equipped to effectively operate and maintain the systems. By offering training tailored to our specific needs, we can enhance system adoption, increase efficiency, and minimize errors, ultimately ensuring the success of our projects.
Public Works seeks the flexibility to ensure seamless integration and communication between their systems, as well as the ability to provide customized training for our team. System updates are included and will be applied automatically when transitioning to the hosted solution.
The proposed agreement is fully compliant with City Council Policy 4.0 and purchasing regulations, leveraging a cooperative agreement to ensure the best value for the City. Staff recommends approving this agreement to support the continued and enhanced management of the City’s fleet assets.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fleet Motorized Equipment Fund for Fiscal Year 2024/25. Funding for subsequent years is subject to City Council approval.
Respectfully submitted, Concurred by.
