The Anaheim Convention Center (ACC), the largest exhibition facility on the West Coast, hosts hundreds of events annually and welcomes over one million visitors each year. To effectively communicate event information to convention attendees and the local community, the ACC utilizes a theme tower and its electronic Readerboard located at the Katella Avenue entrance.

The Readerboard has reached the end of its technological lifespan, leading to frequent outages that can last for days or weeks. Replacement parts have become increasingly scarce, with extended lead times for repairs. This declining reliability undermines the ACC’s commitment to providing a high standard of service. Upgrading the Readerboard is a necessary step to ensure it continues to meet the needs of visitors and the community effectively.

The RFP requires contractors to remove and recycle the two existing LED displays, replace them with a new and complete LED display system, repaint the structure, and provide and install new letter signage. The selected vendor was also required to supply all necessary labor, materials, supplies, parts, tools, and equipment, along with a five- year parts-and-full-service warranty, as well as a preventive maintenance plan.

The evaluation criteria included factors such as project approach, the experience and qualifications of the prime contractor, the display manufacturer’s experience, and the lump sum total, which carried a 40% weight in the overall scoring.

Padcor achieved the highest overall score and exceeded the RFP requirements by offering an additional two years of parts warranty, extending the total parts warranty period to seven years. Accordingly, staff recommends awarding the contract to Padcor.

IMPACT ON BUDGET:

Sufficient funds are available in the Convention Center’s Fiscal Year 2024/25 budget.

Respectfully submitted, Concurred by,
Kari Bouffard Thomas Morton, Executive Director
Purchasing Agent Convention, Sports and Entertainment
