RECOMMENDATION:
That the City Council, by Motion, approve a Joint Use Agreement with the Orange Unified School District regarding scheduling, use, and maintenance of recreational facilities at Anaheim Hills Elementary School for a period of ten years, and authorize the Director of Community Services or their designee to execute the Agreement on behalf of the City and to take the necessary actions to implement and administer the agreement.
DISCUSSION:
In December 2004, the City Council approved a Joint Use Agreement with Orange Unified School District (District) to allow the City of Anaheim (City) to schedule the athletic facilities for community use at Anaheim Hills Elementary School. In addition to scheduling community use, the City also agreed to maintain the recreational facilities including athletic fields, field lighting system, restrooms, snack bar and other related improvements, as well as pay electricity associated with the community use. The expiration of the current agreement is January 25, 2025.
Both parties recognize the benefit to the community for community youth recreation and athletic purposes and desire to enter into a new Joint Use Agreement with similar terms.
The City will continue to maintain the recreational facilities which will be available for community use between the hours of 4:00 p.m. and 9:00 p.m. Monday through Friday and 7:00 a.m. to 10:30 p.m. on holidays, Saturdays, and Sundays on a year-round basis.
The Orange Unified School District Board approved the attached Agreement on January 23, 2025.
Approval of this agreement is in line with City’s Strategic Plan Goal C, Invest in Infrastructure and Amenities, Strategy 11 – Review and Implement the Parks Master Plan.

IMPACT ON BUDGET:
There are sufficient funds in the Community Services’ FY 2024/25 operating budget for continued use, maintenance and operation of the recreational facilities. Funding for subsequent years are subject to City Council’s approval of budget appropriations.
