DEPARTMENT
DATE: JANUARY 28, 2025
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: CONTRACT FOR SERVICES RELATED TO EXPANDING

FLEXIBLE APPRENTICESHIPS IN CALIFORNIA BETWEEN
SOUTH BAY WORKFORCE INVESTMENT BOARD, INC. AND

CITY OF ANAHEIM
ATTACHMENT (Y/N): YES ITEM # 18
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, 1) accept an award of $25,000 from South Bay Workforce Investment Board, Inc., 2) approve an Agreement by and between the South Bay Workforce Investment Board, Inc. and the City of Anaheim for the provision of services related to expanding flexible apprenticeships in California through April 30, 2025, 3) authorize the Director of the Housing and Community Development Department, or her designee, to execute and administer the Agreement and any future modifications on behalf of the City, and 4) increase the Housing and Community Development Department’s FY 2024/25 revenue and expenditures budget by $25,000.

DISCUSSION:

The City of Anaheim is one of the 45 governor-designated workforce areas in California. This designation entitles it to an allocation of federal workforce development funds under the Workforce Innovation and Opportunity Act (WIOA) and the designation means it is part of the greater statewide system and network of workforce development service providers.

The South Bay Workforce Investment Board, Inc. (South Bay) is also a designated workforce area, but it is comprised of and serves 11 cities in southwest Los Angeles County. South Bay is the recipient of a federal Department of Labor Apprenticeship Building America (DOL ABA) grant. The DOL ABA grant is awarded to projects that strengthen, modernize, expand, and diversify the federal Registered Apprenticeship Program. The South Bay project funded by the DOL ABA grant is called the Expanding Flexible Apprenticeship in California (EFAC) project. It intends to increase access to career pathways in registered apprenticeships for underserved populations, including communities of color, women, the justice-involved, individuals with disabilities, and veterans.

South Bay approached Anaheim Workforce Development staff about participating in the EFAC project by engaging with businesses to promote the project and to encourage their participation. By Anaheim partnering with South Bay on this project the door is open for Anaheim businesses to access support and resources in establishing local apprenticeships, creating opportunities for Anaheim Workforce Development to connect local workers with good-paying, quality jobs.

Anaheim will receive $25,000 through April 30, 2025 to cover a share of the Anaheim Workforce Development Business Services team members’ salary as they identify and engage with 5 to 10 Anaheim businesses most likely to benefit from this opportunity with a focus on the manufacturing industry.

This initiative supports the City’s Strategic Plan Goal F: Promote Economic Development and Tourism, Strategy 6: Form partnerships with local businesses to address workforce development.

IMPACT ON BUDGET:

The Housing and Community Development Department’s FY 2024/25 revenue and expenditures budget will be increased by $25,000 to reflect this award.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing and Community Development
