2) Authorize the Planning and Building Director, on behalf of the City, to execute the Agreements and other related documents necessary to implement the Agreements.
DISCUSSION:
The Planning and Building Department, Building Services Division utilizes professional consulting support in the areas of building plan check, building permit processing, and building inspections services on an as-needed basis. The use of consultants benefits the department and its customers by providing the flexibility to meet fluctuations in workload on an as-needed basis. Although the Building Services Division is actively recruiting staff to fill vacant positions, the ability to utilize consultants helps ensure that building services are processed expeditiously, allowing the City to maintain its excellent level of customer service while positions remain unfilled. Furthermore, consultants can provide specialized technical assistance when needed.
Professional Services Agreements for As-Needed Consulting Services (Building Services Division) January 28, 2025
In March 2020, the City issued a Request for Proposals for as-needed consulting services for the Building Services Division. Agreements with seven firms were approved by the City Council in June 2020. The agreements expire on June 30, 2025.
Proposal Evaluations
In December 2024, the City issued a new RFP for as-needed consulting services for the Building Services Division. An interdepartmental committee of qualified staff reviewed and scored the eighteen proposals received in accordance with the criteria set forth in the RFP. The criteria included relevant experience, staff expertise, costs, ability to provide in-house staffing as well as the ability to provide enhanced services that may require staff to be located on-site of development projects and/or expedited reviews and more frequent inspections. Out of the eighteen firms, twelve firms were selected. These twelve firms have extensive local experience and familiarity with the City’s processes and standards which allows them to provide efficient, cost-effective technical support to staff and customers.
The recommended consultants include all seven of the consultants currently under contract through June 30, 2025. These are: Bureau Veritas North America Inc.; CSG Consultants, Inc.; Interwest Consulting Group Inc.; JAS Consulting Services Inc. dba JAS Pacific; Scott Fazekas & Associates, Inc.; The Code Group, Inc. dba VCA Code; and 4LEAF, Inc.
Five additional firms are also recommended to provide the Building Services as-needed consulting services. They are: BPR Consulting Group, LLC; Hayer Consultants, Inc.; TRB and Associates; True North Compliances Services, Inc.; and Willdan Engineering.
Agreement Terms
The agreements are proposed to be in place for a term of five years through June 30, 2030.
Each of the twelve consultant agreements would have a maximum contract amount of $500,000 per year, resulting in a total of $2,500,000 over the contract term. The contract amounts allow extensive flexibility for City Staff to utilize consultants in various ways for a wide range of projects anticipated in any given year, with assignments given to consultants based on their specialized expertise and/or availability.
IMPACT ON BUDGET:
Funding for consulting services is included in the Department’s budget. All contract expenses will be offset by revenues, as applicants are required to pay for all costs associated with plan check and inspections associated with building projects.
Respectfully submitted,
Heather Allen
