Acceptance of Bid for Transfer Switch Maintenance and Testing Services January 28, 2025

Transfer switches are directly linked to the integrity of emergency generator power systems.

Proper maintenance of these critical components is essential to ensure they are functioning efficiently and to the required standard. The bid was based on the annual or semi-annual testing, as well as preventative maintenance, of a total of 61 manual and automatic transfer switches of various models located throughout the city. The services consist of visual and mechanical inspections, setting and calibrating of switches, as well as monitoring and verifying operation and timing.

Automatic Transfer Switches (ATS) are a critical building component, as they detect power outages and seamlessly transfer power from the utility grid to the emergency standby generator. If an ATS fails, the generators will not start automatically, leaving the building without power.

Depending on the facility, this could have serious consequences—such as disrupting the 911 call center operations at Anaheim West Tower and Anaheim Police Department, causing calls to drop, preventing roll-up doors at fire stations from operating and delaying emergency response times, and stopping fuel pumps at facilities, which are crucial for longer-term emergencies.

Given the essential role that ATS play in maintaining operational continuity during power disruptions, unforeseen repairs can be both urgent and costly. As such, a 40% contingency is being requested for this shared Maintenance Agreement (MA) between Anaheim Convention Center, Anaheim Public Utilities, and Public Works. This contingency will ensure the availability of materials and labor to address any emergency repairs promptly, minimizing delays and ensuring critical systems remain operational without jeopardizing public safety or emergency response efforts.

The term of the agreement will be for a one-year base period, with up to four one-year optional renewals. The projected cost for the initial year of service is $49,020. To account for potential future increases in overhead costs, bidders were asked to provide fixed pricing for the optional renewal years. Additionally, a 40% contingency is recommended to cover any unforeseen maintenance needs that may arise during the course of the agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Kari Bouffard Rudy Emami
Purchasing Agent Public Works Director
