RE: La Palma Park Renovation & Swan Street Parking Lot, City of Anaheim Enclosed, we proudly present the SWA team proposal for Design Services for the La Palma Park Renovation and Swan Street Parking Lot Project, an eagerly anticipated park renewal for the City of Anaheim. With our previous experience working with local Southern California cities and agencies, we understand the importance of transforming underutilized assets into vibrant public parks. La Palma Park will fulfill the need for a recreation amenity that will benefit the surrounding neighborhood and acknowledges the history of the site. Developing a plan that creates consensus along a diverse set of environmental and urban contexts with a variety of stakeholders will present a worthy challenge.
As the prime consultant, SWA will lead the planning and design process helmed by Ying-yu Hung as the Principal-In-Charge and Lead Landscape Architect, Gerdo Aquino as Lead Urban Designer, Jana Wehby as Project Manager, and Jeremy Klemic as the Technical Specialist. For this endeavor, we are teamed with experts including kdA for architectural design, KPFF for site civil and structural engineering, Lloyd for sports fields design, P2S for MEP engineering and lighting, Glasir Design for irrigation design, the Cumming Group for cost estimation, and Group Delta for geotechnical.
We are a cohesive team, able to bridge the visionary with considerations of constructability and affordability, stakeholder and community interests, environmental benefits, bike / pedestrian experience, open space; the art of communicating with the public; while exceeding the expectations of the client team.
We would be honored to partner with the City of Anaheim, neighborhood stakeholders, and pertinent agencies to bring a new and noteworthy vision to life. We hope to have the opportunity to speak with you further about this important project. Should you desire additional information on any of the points made herein, please contact us at any time.

2 I La Palma Park Renovation - City of Anaheim I SWA The City of Anaheim’s La Palma
Park will be a community amenity
that will serve Anaheim in multiple
ways. SWA’s designers will help
the City of Anaheim provide a
welcoming and iconic experience
for park users.
Now more than ever, our world needs beautiful, functional, and inviting spaces. These spaces are essential for fostering community, nurturing and protecting ecosystems, and reconnecting humanity with nature. At SWA, we believe that landscape architecture is the critical infrastructure needed to create this thriving coexistence.
We are particularly passionate about climate-positive design. Since SWA’s founding in 1957, the amount of CO2 in the atmosphere has doubled. In response, we are actively pursuing initiatives to reduce carbon emissions, including developing our firmwide Climate Action Plan, which guides us toward comprehensive climate action and greenhouse gas reduction.
Our firm has a proven track record of enhancing communities and improving access to quality spaces both across the U.S. and internationally. Together, our goal is to create a park that becomes an integral part of the local community’s identity. This space will become a place for lasting memories—birthdays, sporting events, family gatherings, and community celebrations. SWA is excited to bring our proven expertise in creating transformative, community-centric spaces to this project. With a focus on innovation, collaboration, and climate- positive design, we are confident that our team’s experience will lead to a successful outcome. Our commitment to the environment, coupled with a deep understanding of the local context, positions us to deliver a park that will not only be recognized nationally but cherished as an essential part of the community’s fabric for generations to come.
At the heart of our proposal is a commitment to both the environment and the people who will benefit from these spaces. We believe that creating sustainable, vibrant parks requires an understanding of the delicate balance between nature and urban infrastructure. Our team brings a wealth of experience designing public spaces that integrate environmental stewardship, innovative infrastructure solutions, and a deep sensitivity to community needs.
Project Goals and Infrastructure Improvements
Our approach begins with site preparation and park infrastructure improvements, including strategic grading and drainage solutions designed to support the functionality of the park. We are committed to incorporating green infrastructure wherever possible, minimizing environmental impact while enhancing water management. Paving and multi-use pathways will create seamless connections throughout the park, encouraging accessibility and mobility for all visitors. These will be designed to enhance user experience while blending harmoniously with the environment. Our team is also prepared to construct new, purpose- built structures that will serve as focal points within the park. This includes a a picnic shelter/open air arena designed to accommodate multiple uses, a new restroom/office building, and new play fields and courts, thoughtfully integrated into the park’s layout to enhance both function and aesthetics. Equally important is the renovation of existing assets, ensuring the park’s heritage is preserved while adding modern features.
Recreational and Play Spaces
One of the highlights of the project is the creation of recreational spaces, including new and restored sports courts. These areas will be designed for multi-generational use, offering opportunities for active recreation while within natural surroundings. Additionally, the construction of play spaces will encourage interactive, family-friendly experiences, ensuring that visitors of all ages are engaged and inspired by the park.
Environmental Stewardship and Habitat Creation
At the core of our design is a deep respect for the natural environment.
We will employ a comprehensive strategy for planting and habitat creation that prioritizes native species and enhances local biodiversity.
By creating habitats that support wildlife and contribute to the park’s ecology, we will ensure that the project leaves a lasting positive impact on the environment. Wayfinding and placemaking features will further enhance the user experience, guiding them through the park with a clear sense of direction and discovery. Thoughtfully designed signage, fencing, and site furnishings will complement the landscape and serve practical purposes while contributing to the overall aesthetic of the park.
Urban Placemaking
SWA’s public realm portfolio focuses on improving quality of life in our cities by addressing issues of density, pollution, mobility, community programming, and arts and culture. Central to our work is building and supporting healthy, thriving communities and ecosystems. Landscape is
1. Approach, Project Understanding and Scope of Work
SWA l La Palma Park Renovation - City of Anaheim I 3 the bridge between the built and natural worlds—essential infrastructure for a livable future. From urban parks to coastal trails, SWA has planned and executed parks with specific consideration to sustainability and longevity of use. Locally, SWA is engaged in numerous communities in Los Angeles County to improve local park and stormwater quality amenities.
Our work with the cities of Irvine, Mission Viejo, Culver City, Los Angeles, Redondo Beach, Manhattan Beach, and Lynwood incorporate public agencies and stakeholders such as the California Coastal Commission, US Army Corps of Engineers, LA County Flood Control District, and numerous non-profits such as the MRCA, Baldwin Hills Conservancy, Tree People, and the Friends of the Ballona Creek.

SWA will orchestrate meetings, design tasks and deliverables, as well as reflecting your feedback with timely input from our consultant team partners. We are comfortable in both leading and supporting presentations to civic leaders and city councils, amongst other agencies and regulatory bodies that are important stakeholders for this project.
Committed to Sustainability
At SWA, we are committed to sustainability in all aspects of our design practice: our people, our offices, and our projects. Truly sustainable design must provide for a long-term balance between environmental, economic, social and aesthetic needs. Beauty and livability are key aspects of lasting, sustainable projects. We believe that true sustainability is about creating places that go beyond neutrality, contributing in a restorative, regenerative and productive way.
Commitment to Climate Action: As a leading firm with a global footprint, SWA embraces our unique role in shaping the built environment and stands firm in our commitment to combat climate change through bold, transformative projects that deliver restorative social, environmental, and economic benefits. Additionally, SWA maintains a dedicated set of climate and sustainability tools for guiding the design process from project conception to post-occupancy analysis. Whether through broad planning efforts or detailed site features, we look for scalable ways to implement sustainable design at the highest level. By emphasizing a holistic approach to climate resilience through the activation of landscape as infrastructure, we build enduring, high-performance spaces that enhance social well-being, restore natural ecologies, and protect vulnerable environments.
Universal Design / ADA Compliance
Designing a public space that is comfortable and accessible by all is a factor that SWA incorporates into every project. In particular, our public projects involve great consideration for the standards and accommodations required by people of all ages and abilities. We closely adhere to the recommendations and specifications set forth in the Americans with Disabilities Act as well as the site requirements and constantly ask ourselves “how will this space be used?” whose collective experience complements our own.
Rancho San Ramon Community Park incorporates a variety of sports, play and recreation programming.

The work plan also demonstrates our team’s commitment to designing, iterating, and executing this project with our best professional judgement based upon the current information provided. We have incorporated additional information from our expert team where appropriate.
SWA will lead the following Tasks in collaboration with our subconsultant team, and for clarity the deliverable packages due at each stage are outlined with greater detail in the following pages. The SWA team will work with the City and the City’s selected contractor to develop a schedule for construction of funded work over the construction period.
Work Plan
Project Site #1: La Palma Park
We understand the estimated construction budget for the La Palma Park Renovation is $15 million.
Project Site #1, referred to as the La Palma Park Renovation, is an approximately 11-acre area located on the east side of N. Harbor Boulevard between W La Palma Avenue and N La Palma Parkway. Project scope of work includes demolition of an existing asphalt parking lot and the existing Martin Recreation Center building, and the construction of three (3) regulation size natural grass soccer fields with lighting for evening use, a multi-use recreational open event space, a restroom building (1,300 square feet) with storage space that could include a multi- purpose room with a staff break room / office space. The irrigation pump room, electrical room, and lighting controls will also be contained within the building. The new building will contain modernized facilities that meet building code, ADA guidelines, and City standards. Other park amenities will include an open-air sports arena (approximately 9,500 square feet) and picnic pavilion, a butterfly garden and playground equipment, pickleball courts, exercise equipment and continuous walking paths, and an entry promenade.
The existing Dee Fee Field, Glover Stadium, and La Palma Dog Park will be protected in place and are not a part of the project. The design of the La Palma Park Renovations will draw from the existing Master Plan and associated graphics which have been developed and reviewed through several meetings with the City. The Team will closely coordinate the design (particularly the interface) with the current La Palma Park Way Promenade project.
It is anticipated that sidewalk improvements and a proposed driveway along Harbor Boulevard, in the public right-of-way, may be required.
Improvements in the public right-of-way will require a Right of Way Construction Permit (RCP) and will need to be shown on Public Improvement Plans. Public improvements along Swan Street, Parry Avenue, La Palma Avenue, or La Palma Parkway are not anticipated and are not included in the scope of the proposal.
We understand that the City intends to protect in place a majority of the existing trees in place. Grading will be carefully considered to minimize impacts to existing mature trees. At least 129 new native drought-tolerant trees and shrubs will to be included in the design, along with appropriate turf areas. A construction period tree protection plan and specifications will be included. This may include a temporary drip system.
All utilities for the proposed project will tie-in with the existing utilities on-site. No new utilities are anticipated for the proposed improvements.
The existing irrigation pump and park power will need to be relocated to the new restroom building from their current locations.

Work Plan
Project Site #2: Swan Street
Parking Lot
Project Site #2, referred to as the Swan Street Parking Lot Improvements, is an approximately 3.8-acre existing asphalt parking lot located to the northeast corner of N La Palma Parkway and Swan Street, to the north of the existing Crown Motel.
It is our understanding that the City of Anaheim has developed and permitted plans to redevelop the existing parking lot as part of a previous project, but the proposed parking lot design is too expensive.
The scope of work for this project includes a review and analysis of the existing permitted plans and developing two Value Engineering options as a team. The City will select an option to proceed with, and the design team will prepare a new Design Development Package, Construction Documents, and associated documents for permitting.
We understand that the estimated construction budget for the Swan Street Parking Lot is $1 million at this time. We have proposed a scope of work for the Swan Street Parking Lot on the following pages that will fulfill the project vision and requirements outlined in the City’s RFP. We understand the City has an estimated construction budget of $1 million for this effort, however, our preliminary assessment of the project is that it would exceed the stated construction budget to accomplish the entire scope as described. Accordingly the Team believes a budget of $1.3 million to be more realistic.
City Provided Assistance / Information
Community Services staff will provide the following assistance and information during preparation of construction drawings, specifications, landscape plans, and precise grading plans for the project:
• Construction Documents (AutoCAD)
• Survey / topographic map (AutoCAD)

KPFF Civil Engineering scope of work includes scope of work includes the following:
• Storm drain infrastructure will be designed by KPFF. New water or sewer points of connection are not anticipated. Dry utilities (gas, electrical, telecom) will be coordinated with Mechanical, Electrical, and Plumbing (MEP) consultant to determine horizontal and vertical alignments. We assume that the existing public hydrants are sufficient to serve the project, and no new hydrants are required. • Per RFP Q&A Question 20 from the City of Anaheim, it is our understanding that a WQMP is not required for Project Site #2 but there are forms of storm water management including permeable pavement and hardscape directed to landscaped areas being proposed on the currently approved plans. Therefore, it is assumed that similar storm water management BMPs will be required. If a WQMP report or a more extensive storm water management system is needed for the Swan Street Parking Lot Improvements, this will be considered an additional service.
• The design team will work together to address the local storm water regulations early in the project development phase. Due to the local mitigation requirements, a portion of the site may need to be allocated for infiltration or other storm water management features. • Compliance with the National Pollutant Discharge Elimination System (NPDES) general permit for storm water discharges associated with construction and land disturbance activities requires the preparation of documents, including a Storm Water Pollution Prevention Plan (SWPPP), to be submitted to the State of California Water Resources Control Board (SWRCB) for most projects The preparation of the SWPPP document and the submission of the Notice of Intent (NOI) to the SWRCB are excluded from this proposal. We assume that a Qualified SWPPP Developer (QSD) and Qualified SWPPP Practitioner (QSP) will be retained by the Owner or project contractor to meet the requirements of the SWRCB.
• Value engineering sketches and review of existing permitted approved parking lot improvement plans
• Offsite improvement plans for Harbor Boulevard, to include new sidewalk and driveway in accordance with RFP Q&A Questions 16 and Offsite improvements for La Palma Avenue, N La Palma Parkway, Parry Avenue, and Swan Street are not anticipated and therefore excluded from the scope of this proposal.

SWA Services
Landscape Architecture - Landscape architecture at SWA involves the design of landscapes at a variety of scales—from large, multi-functional sites to small, intimate spaces. Innovative research into materials, lifestyles and landscape technologies coupled with a deep understanding of how people use outdoor spaces inform our unique design process.
SWA’s landscape architectural work has received worldwide recognition for its innovative excellence.
Urban Design - Urban design at SWA involves the systematic layering of various cultural and natural systems in order to solve design issues of the city. As with planning, we integrate high-level landscape architecture into our urban design work. Whether it’s decaying infrastructure, a prominent urban district, high-density living, a river corridor, heavily used public spaces, or a series of transit stations, urban design requires a sophisticated understanding of integrating nature into dense urban environments. The multi-functional character of urban design is the key to its success. SWA excels in this regard, and our success can be measured by the quality of our implemented projects around the world.
Planning - SWA provides land planning and master planning, and we integrate high-level landscape architecture into our planning work. Our plans make sensitive use of topography, landform, natural resources, vegetation, infrastructure, and buildings, resulting in more livable and sustainable projects. This approach can nurture new directions for the master planning of communities, campuses, workplaces, civic and commercial districts, transit-oriented developments, waterfronts, recreation, and natural system restoration. As needed, we pull together teams of consultants ranging from engineers to scientists.

Santa Monica Palisades Park needed landscape planting and a fencing strategy that would discourage non-permitted gathering and also preserve the park’s natural amenities. Three parcels of land near this high-profile location adjacent to the iconic Santa Monica Pier is now planted with agave, aloe, and other drought tolerant species. Apart from the low fencing structure the point shape of the plants discourage users from treading through the planting area, thereby alleviating the issue of soil compaction.

SWA provided landscape architecture services for the Jeffrey Open Space Park, a three-mile-long green spine that connects extensive parks and trails with residential neighborhoods. The project’s native plant palette celebrates the regional character and is well suited to the local climate. Significant events in Irvine history are commemorated by a series of interpretive panels located along the main trail. The timeline interprets the area’s natural history and regional Native Americans to the establishment of the Spanish Ranchos and evolution of Irvine Ranch and the city itself. SWA later developed the schematic design for the Gateway Park, which represents the final piece and connects to the Cleveland National Forest.

RE: La Palma Park Renovation & Swan Street Parking Lot, City of Anaheim
Dear Ms. Rios
Thank you for your call this afternoon regarding the La Palma Park Renovation and Swan Street Parking Lot Project for the City of Anaheim. We would like to clarify the following four (4) items from our proposal dated December 18, 2024.
1. Page 4, Column 2
• Included within SWA’s Scope of work statement as the second bullet point is the statement “Coordination with the Client’s civil engineer to maintain the aesthetic and surface function on the engineered grading and water quality plans.” • We would like to clarify that we will be coordinating with the civil engineering consultant we have proposed as a part of our team, KPFF Engineers.
2. Page 5, Column 1
• Included within SWA’s Scope of work statement as the third bullet point is the statement that our design scope includes “Pedestrian, bikeways and decorative vehicular pavements.”
• We would like to clarify that we will be including the design of paths and bikeways for the project, but that decorative vehicular pavements are not anticipated to be a part of the project.
3. Page 5, Column 2
• KPFF (civil engineering) had included an assumption that the signage and striping layout of the Swan Street Parking Lot will be completed by others in their proposal to SWA, which was copied verbatim into the proposal document. • We would like to clarify that the signage and striping plan for the Swan Street Parking Lot is included within SWA’s scope of work.
4. Page 5, Column 2
• KPFF (structural engineering) scope of work included the following assumption:
“Miscellaneous fence height does not exceed 8ft maximum.”
Anaheim La Palma Park Renovation and Swan Street Parking Lot January 6, 2025
• We would like to clarify that possible fencing height at the open air sports arena/picnic pavilion is not yet known, however, structural design necessary for this fencing is included within our team’s proposed scope of work.
Gerdo and Ying-yu are very excited about the park project and would very much like to discuss it further with you and familiarize you with our work. We hope to have the opportunity to do so soon!
Respectfully Yours,
Elizabeth Benbrooks
