CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: FEBRUARY 4, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE BUS SHELTER SEATING
FROM KEYSTONE RIDGE DESIGNS, INC.
ATTACHMENT (Y/N): YES ITEM # 02
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bid requirement of Council Policy
4.0 and authorize the purchase of bus shelter seating from Keystone Ridge Designs, Inc., Butler, Pennsylvania, in the amount of $47,844 plus applicable tax and freight, for the Anaheim Resort Maintenance District (ARMD); and authorize the Purchasing Agent to issue future as-needed bus shelter seating purchase orders, subject to available budget appropriations.
DISCUSSION:
The ARMD maintains a total of 32 bus shelters throughout the Resort. On February 9, 2021, the City approved the purchase of custom-designed bus shelter seating from Keystone Ridge Designs, Inc. This upgrade affected nine bus shelters, replacing the existing seating with a more effective solution to prevent individuals from using the furniture for permanent lounging.
In 2019, a collaborative team including the former Community and Economic Development, Planning & Building, and Public Works departments worked with consulting firms to design a functional seating solution that aligns with the Resort's image. After evaluating over 40 design concepts, the team selected the Volant Pedestal Chair and Carson Leaning Rail as the optimal choice. These pieces were preferred because they require less maintenance and offer flexible configurations.
The pedestal chairs and leaning rails have successfully met their intended goals. The City plans to continue upgrading the remaining bus shelters throughout the Resort and would like to use the same design and vendor. This purchase includes 36 pedestal chairs and 24 leaning rails, which will allow for the upgrade of six additional shelters. Over the coming years, the City expects to purchase more seating until all bus stops within the Resort are updated with these new furnishings. Utilizing Keystone Ridge Designs, Inc. for this next phase will be efficient for upgrading bus shelters throughout the Resort.
Additionally, the vendor has offered the City a 10% discount off the list price for this purchase. Therefore, staff recommends waiving Council Policy 4.0 for the purchase to be made as indicated.

IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 Operations budget from restricted Resort Maintenance District funds. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Kari Bouffard Rudy Emami
