GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve Contract Number MA#106-498347 between the City of Anaheim (City) and Signature Flooring, Inc., in an amount not to exceed $211,770, for the removal and replacement of carpet at the Anaheim Convention Center (ACC) for a one year term; authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents related to the agreement; and exercise any necessary change orders required to complete the work, all in accordance with Request for Bids (RFB) #9846.

* Bid prices reflect the total cost excluding optional area 1 Acceptance of Bid to Remove and Replace the Carpet at the Anaheim Convention Center February 4, 2025
The bid was based on detailed specifications for installing Flor carpet tiles using Ultrabond ECO 185 adhesive in designated areas of the ACC. Bidders were required to provide a lump sum cost for the primary area, which includes the ACC's main lobby doors and Mezzanine Hallway, as well as two optional areas: the mezzanine staircase and administrative landing (optional area 1) and the Hall E pedestrian corridor and transition area (optional area 2). The lump sum pricing encompassed all materials, equipment, and labor necessary to complete the work, and additional attic stock which would be retained by the ACC for future needs.
The bid award is recommended for the primary project and optional area 2. The pricing for optional area 1 was based on bidder assumptions rather than a detailed scope of work for that area. Bidders noted that additional specifications, such as visual indicator stripes, nosing type, and stringers, were necessary for accurate pricing. Staff recommends awarding the contract to Signature Flooring, Inc., the lowest overall bidder, for the primary project and optional area 2.
IMPACT ON BUDGET:
Sufficient funds are available in Convention Center’s Fiscal Year 2024/25 budget.
Respectfully submitted, Concurred by,
Kari Bouffard Thomas Morton, Executive Director Purchasing Agent Convention, Sports and Entertainment
