DATE: FEBRUARY 4, 2025
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: UPDATE OF RESOLUTION PERTAINING TO
FEDERAL AND/OR STATE FINANCIAL ASSISTANCE
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council:
1. By Resolution, rescind Resolution No. 2022-016, authorize certain officials as the City of Anaheim’s (“City”) agents for purposes of applying for and obtaining federal and/or state financial assistance, and authorize said agents to execute Emergency Management and Department of Homeland Security grant agreements and other required documents (“Eligible Grants”) and to take any actions necessary to implement such grant agreements and other required documents, effective for three (3) years following approval; and
2. By Motion, authorize the Fire Chief to execute the Standard Assurances agreement for State of California Governor’s Office of Emergency Services Federal Non-Disaster Grant Programs on behalf of the City of Anaheim.
DISCUSSION:
The City of Anaheim regularly applies for Eligible Grants from the Federal Department of Homeland Security, Federal Emergency Management Agency (“FEMA”), which are administered by the State of California Governor’s Office of Emergency Services (“Cal OES”), including but not limited to the Emergency Management Performance Grant (EMPG), State Homeland Security Grant Program (SHSGP), Hazard Mitigation Grant Program (HMGP), and Emergency Operations Center (EOC) Grant Program.
Additionally, as federal disasters are declared, or state disasters are proclaimed, authorized staff submits documentation to Cal OES and FEMA regarding expenses and losses incurred by Anaheim during a disaster. A current agent resolution maintains Anaheim’s eligibility to apply for said Eligible Grants and disaster assistance. 201 S. Anaheim Blvd.

Cal OES also requires that the City submit written authorization from the City Council providing specific standard assurances that the City Council, on behalf of the City, agrees (a) to provide all matching funds required for the project specified in the grant application and that any cash match will be appropriated as required, (b) that any Resolution Pertaining to Federal and/or State Financial Assistance February 4, 2025
liability arising out of the performance of the grant agreement shall be the responsibility of the City, (c) that the grant funds shall not be used to supplant expenditures controlled by the City Council, and (d) that the City official executing the grant agreement is authorized to do so (collectively, the “Standard Grant Assurances”).
Resolution No. 2022-016 was approved on February 15, 2022, for the purpose of applying for and obtaining EMPG, SHSGP, and HMGP funds, and was effective for three (3) years, through February 15, 2025. Approval of this new Resolution will bring the City into compliance with new grant applications and requests for disaster assistance. The new Resolution will maintain the list of authorized positions as follows: City Manager, Assistant City Manager, Deputy City Manager, Fire Chief, and Chief of Police.
It is recommended that the revised Resolution be effective for all open and future disasters and Eligible Grants for up to three (3) years following the date of adoption of the revised Resolution.
