City of Anaheim
FINANCE DEPARTMENT
DATE: FEBRUARY 4, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE CONTRACT NUMBER MA# 106-498346 WITH
W.W. GRAINGER, INC., FOR THE PURCHASE OF
MAINTENANCE, REPAIR AND OPERATION SUPPLIES,
PARTS, EQUIPMENT AND MATERIALS
ATTACHMENT (Y/N): YES ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve Citywide Master Agreement (CMA) Contract Number MA# 106-498346 with W.W. Grainger, Inc., (Grainger) for the purchase of Maintenance, Repair, and Operation (MRO) Supplies, Parts, Equipment and Materials, in an amount not to exceed $1,500,000 per year; and authorize the Purchasing Agent to execute an agreement effective until December 31, 2027, with an option to renew for two (2) additional one (1) year periods.
DISCUSSION:
City departments, including Public Utilities, Public Works, Police and Fire Departments, rely on MRO supplies and equipment to perform essential services for the community.
The availability of these materials directly impacts the ability to maintain City infrastructure, conduct emergency repairs to ensure public safety, and equip first responders with tools and materials necessary for emergency response.
By establishing an on-going agreement with Grainger, the City can consolidate MRO purchases under one contract, reducing administrative burdens associated with multiple procurement processes. The proposed contract leverages economies of scale and pre- negotiated pricing, offering the City substantial cost savings compared to ad hoc purchases without pre-determined discounts.
Grainger is a well-established supplier with a proven track record of delivering quality products on time. Their extensive inventory and robust distribution network ensure that supplies are readily available when needed, reducing downtime for City operations.
They also provide environmentally friendly product options, which support the City’s sustainability goals and align with policies promoting green purchasing. Whether routine maintenance or unforeseen emergencies arise, the agreement ensures uninterrupted access to necessary supplies.
Approve Contract Number MA# 106-498346 for the purchase of Maintenance, Repair and Operation Supplies, Parts, Equipment and Materials
February 4, 2025
Approval of the agreement with Grainger will ensure that City departments can maintain essential operations effectively and efficiently, supporting the well-being and safety of the community while implementing a strategic and cost-effective approach to managing MRO needs across the City.
There is no express or implied commitment to a specific quantity during the term of the agreement, and the agreement contains language that permits termination of the Contract immediately and without penalty if approved funding or appropriations are not forthcoming. In addition, the proposed agreement includes contract language that allows the City to maintain the same pricing during an emergency or declared disaster.
The proposed agreement is fully compliant with City Council Policy 4.0 and purchasing regulations, leveraging a cooperative agreement to ensure the best value for the City.
IMPACT ON BUDGET:
Sufficient funds are available in the General Fund’s Fiscal Year 2024/25 General Fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Kari Bouffard Deborah A. Moreno
Purchasing Agent Finance Director
