CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: FEBRUARY 4, 2025
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: AUTHORIZE THE SUBMITTAL OF AN APPLICATION FOR
THE FY 2024 ASSISTANCE TO FIREFIGHTERS GRANT
PROGRAM (AFG) AND RESCIND RESOLUTION NO. 2024-133
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution:

1. Authorize the Fire Chief, or his designee, to submit a grant application of the City of Anaheim, to the U.S. Department of Homeland Security for the Fiscal Year 2024 Assistance to Firefighters Grant Program (AFG) and execute all related grant documents and rescind Resolution No. 2024-133; and

2. Increase the Fire & Rescue Department budget in an amount not to exceed $743,475 for the fiscal year in which grant funds are awarded, if the application is successful.

DISCUSSION:

On December 17, 2024, the City Council approved Resolution No. 2024-133 that authorized the Fire Chief, or his designee, to apply for $3,988,000 in grant funding from the Federal Emergency Management Agency’s Assistance to Firefighters Grant (AFG) program to fund the replacement of aging cardiac monitor equipment.

Upon submitting the grant application, the Fire Department was advised by a grant consultant to limit the scope of the application to the purchase of ten (10) near cardiac monitors for the front-line apparatus and reduce the amount requested to $743,475. In 2019, the City was awarded the 2018 AFG grant to purchase 45 cardiac monitors. Since these monitors have an expected life of 5-8 years, the grant consultant advised that the initial grant application to replace those cardiac monitors would be less competitive since they are approximately five years old and within the life expectancy range.

Therefore, city staff changed the scope to purchase additional, rather than replace, cardiac monitors. A 10% local match of up to $73,448 will be required, and funds are available to match the grant, if the application is successful.

IMPACT ON BUDGET:

If awarded, the Fire & Rescue Department’s budget will be increased in the Fire Grants Fund by the amount of the grant award, not to exceed $743,475, for the fiscal year in which the grant is awarded. Matching funds are available in the Fire & Rescue Department’s Equipment Fund Budget.

Respectfully submitted,
Patrick Russell
Fire Chief
