CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: FEBRUARY 11, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: COOPERATIVE AGREEMENT WITH THE CITIES OF SANTA
ANA, BREA, PLACENTIA, ANAHEIM, AND ORANGE FOR
THE KRAEMER BOULEVARD/ GLASSELL STREET/ GRAND
AVENUE CORRIDOR TRAFFIC SIGNAL
SYNCHRONIZATION PROJECT
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve a Cooperative Agreement between the City of Anaheim and the cities of Santa Ana, Brea, Placentia, and Orange for the Kraemer Boulevard/Glassell Street/Grand Avenue Corridor Traffic Signal Synchronization Project from Lambert Road in Brea to Dyer Avenue in Santa Ana for a term through December 31, 2030, which may be extended upon mutual consent of all parties; authorize a cost match in an amount not to exceed $130,655; and authorize the City Manager to execute the agreement and the Director of Public Works to implement and administer the agreement.
DISCUSSION:
The partner agencies were successful in competing for $5,710,657.50 in grant funding for FY 24/25 through the OCTA Measure M2 Traffic Signal Synchronization Program, receiving $4,568,526 in grant funding with the minimum matching funds of 20% funded by the participating agencies for their portion of the project. On May 13, 2024, the OCTA Board of Directors voted to approve the funding allocation for M2 Project P applications and the city of Santa Ana agreed to act as lead agency to oversee the design and implementation of the project. The project known as the Kraemer Boulevard/Glassell Street/Grand Avenue Corridor Traffic Signal Synchronization Project will synchronize 61 signalized intersections along the Kraemer Boulevard/Glassell Street/Grand Avenue from Lambert Road in Brea to Dyer Road in Santa Ana. Anaheim has 7 signalized intersections included in the project requiring engineering, construction and maintenance services totaling $653,275; $522,620 will be funded by M2 grant funding and $130,655 will be the City’s required 20% cost match.
This Project will implement signal synchronization, also known as signal coordination, for seven (7) Anaheim signals along Kraemer Boulevard. The Project will integrate a combination of fiber optic and communications devices and specific traffic signal designs, software, and programs to maximize traffic flow at different times of the day. It is not always possible to get a green light at every intersection, Kraemer Blvd/Glassell St/Grand Ave Corridor Traffic Signal Synchronization Project Cooperative Agreement with Cities of Santa Ana, Brea, Placentia, and Orange

however, traffic signal synchronization coordinates signals according to known congestion levels, allowing you to travel farther in less time by reducing stops. The Project will increase throughput, improve fuel economy, reduce vehicle delay and travel times, and reduce vehicle emissions. Similar projects by Public Works and OCTA have yielded 15-20% reduction in travel times. Santa Ana will act as lead agency and requires a formal cooperative agreement with the City of Anaheim to implement the Project.
This Project supports the City’s Strategic Plan Goal C – Invest in Infrastructure and Amenities, specifically Strategy No. 4 – “Improve, enhance, beautify, and maintain major street corridors.” IMPACT ON BUDGET:
Sufficient funding is available in the Public Works Department’s FY 2024/25 budget from restricted transportation funds.
Respectfully submitted,
Rudy Emami
Director of Public Works
