ATTACHMENT (Y/N): YES ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve Amendment No. 1 to Agreement No. C-3- 2751 (Amendment) with the Orange County Transportation Authority (OCTA) for the State Route 91 (SR-91) Improvements from State Route 57 (SR-57) to State Route 55 (SR-55) Project (Project) increasing the reimbursable funds to the City of Anaheim (City) by $1,201,000 for a total amount not to exceed $1,446,000; increase the Department of Public Works revenue and expenditure budget by $1,201,000 in the appropriate fiscal year; and authorize the City Manager to execute the Amendment.

DISCUSSION:

OCTA, in partnership with Caltrans, is improving SR-91 from SR-57 to SR-55. OCTA and Caltrans are working with the neighboring cities of Anaheim, Orange, Placentia, and Fullerton. The Project, which is in the design phase, will improve mobility throughout the corridor, reduce weaving and merging between ramps, improve on and off ramps, sidewalks and bike lanes at various crossings. The Project is segmented into three distinct phases that are being designed, bid, and constructed separately as described below.

SEGMENT 1: SR-91 BETWEEN SR-55 AND LAKEVIEW AVENUE
 Reconstruct Lakeview Avenue overcrossing to include standard lanes, shoulders and sidewalks in each direction
 Realign westbound SR-91 on-ramp at Lakeview interchange  Add a new on-ramp from Lakeview connecting directly to SR-55  Separate westbound SR-91 and southbound SR-55 traffic  Anticipated Construction Schedule: 1st quarter of 2025 to 3rd quarter of 2027 SEGMENT 2: SR-91 BETWEEN LA PALMA AVENUE AND SR-55
 Add a new eastbound general-purpose lane
 Reconstruct Kramer Boulevard and Tustin Avenue overcrossings to include
standard lanes, shoulders and sidewalks in each direction Amendment No. 1 to Cooperative Agreement No. C-3-2751 with Orange County Transportation Authority for the SR-91 Improvement Project February 11, 2025

 Anticipated Construction Schedule: 1st quarter of 2026 to 2nd quarter of 2030 SEGMENT 3: SR-91 BETWEEN ACACIA STREET AND LA PALMA AVENUE  Improve westbound SR-91 to northbound and southbound SR-57 connectors  Add an auxiliary lane from SR-57 to the Raymond Avenue/East Street off-ramp  Reconstruct La Palma Avenue overcrossing to include standard lanes, shoulders and sidewalks in each direction
 Add a bypass ramp for northbound SR-57 Orangethorpe Avenue off-ramp prior to SR-91, eliminating the need to merge across multiple lanes at the interchange  Anticipated Construction Schedule: 4th quarter of 2025 to 1st quarter of 2029 This Amendment outlines additional roles and responsibilities for the City and to be reimbursed the maximum amount of $701,000 for costs to install a liner inside the City’s sanitary sewer along the SA Recycling, LLC property and for future City costs up to $500,000 to maintain the structural integrity of the concrete masonry unit block wall on the concrete barrier along the SA Recycling, LLC property at the end of Frontera Street. The Amendment also outlines the additional roles and responsibilities for OCTA and to acquire an additional 11.5-foot-wide sewer easement on the SA Recycling LLC property in exchange for 11.5 feet along the City’s easement on the SA Recycling LLC property.

This Amendment supports Anaheim’s Strategic Plan Goal A. – Maintain Financial Responsibility Strategy No. 1 – Identify potential new funding sources/revenue to increase City revenues to maintain and enhance services and Goal C. – Invest in Infrastructure and Amenities Strategy No.

13. Address deferred and ongoing maintenance needs.

IMPACT ON BUDGET:

Approval of this Amendment would increase the Department of Public Works revenue and expenditure appropriations by $1,201,000 in the appropriate fiscal year.

Respectfully submitted,
Rudy Emami
Director of Public Works
