FY 2021-2022 Annual Action Plan – Substantial Amendment #3 FY 2024-2025 Annual Action Plan – Substantial Amendment #1 1 Introduction

On an annual basis, the City receives Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), Home Investment Partnerships Program (HOME) and Housing Opportunities for Persons With Aids (HOPWA) funds. In order to receive these grant funds, the City must adopt an Annual Action Plan (AAP). The AAP serves as the City’s 1-year planning document for the use of the funds from that fiscal year (July 1 – June 30). The City’s fiscal year 2021-2022 Annual Action Plan was adopted by City Council on June 22, 2021 and amended twice on January 5, 2022 and March 1, 2023. The City’s fiscal year 2024 -2025 Annual Action Plan was adopted by City Council on June 18, 2024.

The Annual Action Plan provides a concise summary of the actions, activities, and the specific resources that will be used each year to address the priority needs and specific goals identified by the 5-Year Consolidated Plan.

The City’s Citizen Participation Plan states that the City shall amend the approved Annual Action Plan if a “substantial change” is proposed by City staff or the City Council. For the purpose of the Action Plan, a “substantial change” is defined as:

1. Makes a change in its allocation priorities or a change in the method of distribution of funds;

2. Carries out an activity, using funds from any program covered by the Consolidated Plan (including program income) not previously described in the action plan; or

3. Changes the purpose, scope, location, or beneficiaries of an activity.

The proposed changes meet one of these three criteria, and therefore require a substantial amendment to the FY 2021-2022 Annual Action Plan and FY 2024-2025 Annual Action Plan.
