CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: MARCH 4, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AGREEMENT WITH THE CITY OF GARDEN GROVE FOR THE

CHAPMAN AVENUE REHABILITATION FROM HARBOR

BOULEVARD TO SOMERSET PLACE
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the Agreement between the City of Anaheim and City of Garden Grove, in an amount not to exceed $105,000, for Anaheim’s pro-rata share for the construction and administration of Anaheim’s portion of the Chapman Avenue Rehabilitation from Harbor Boulevard to Somerset Place, and authorize and direct the Director of Public Works or designee, on behalf of the City of Anaheim, to execute the Agreement and any related documents, and to take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The City of Garden Grove (Garden Grove) is rehabilitating Chapman Avenue from Harbor Boulevard to Somerset Place as part of Garden Grove’s 2024 Arterial Streets Rehabilitation Project (Project). Since only a small portion of Chapman Avenue from Harbor Boulevard to Somerset Place is within the City of Anaheim (Anaheim), it will be more efficient and minimize inconvenience to the traveling public if Garden Grove rehabilitates the Anaheim portion of the roadway at the same time.

The work consists of rehabilitating the asphalt concrete pavement within the roadway, removal and reconstruction of curb and gutter, adjustment of utility structures, new striping and pavement legends, and other miscellaneous items of work.

The entire Project cost is estimated at $8,365,264. Anaheim’s pro-rata share in the Project is estimated at $105,000, or approximately 1.3% of the total cost, for the construction and administration of the work within the Anaheim boundary. Anaheim’s final cost will be based on the actual cost upon completion. Anaheim will reimburse Garden Grove its pro- rata share of the actual cost within 45 days of being invoiced.

This Agreement between Anaheim and Garden Grove outlines the respective roles and responsibilities and stipulates that Garden Grove will be the lead agency for the Project.

Construction is anticipated to start in the 1st Quarter of 2025 and be completed in the 2nd Quarter of 2025.

This Project supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, Strategy No. 4 – “Improve, enhance, beautify and maintain major street corridors” and Strategy No. 8 – “Invest in the expansion and maintenance of the paving program to achieve a Pavement Condition Index (PCI) of 75+/-.”
ENVIRONMENTAL DETERMINATION:

The Agreement establishes Garden Grove as the Lead Agency. In accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Sections 21000–21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), Garden Grove, as Lead Agency, is required to determine if the Project is exempt from CEQA.

Garden Grove has made the determination that the Project is Categorically Exempt from CEQA pursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the CCR, which allows for the repair, maintenance, or minor alteration of existing public or private structures, involving negligible or no expansion of use beyond that existing at the time of the Lead Agency’s determination.

IMPACT ON BUDGET:

Adequate funding is available in the Public Works Department’s restricted Transportation Funds, Wastewater Funds, and the Public Utilities Department’s Water Utility Adjustment Funds for the Fiscal Year 2024/25 budgets.

Respectfully submitted,
Rudy Emami
Public Works Director
