Agreements with seven firms were approved by the City Council in June 2020. These firms are Bureau Veritas of North America, Inc.; CSG Consultants, Inc.; Interwest Consulting Group, Inc.; Jason Addison Smith Consulting Services, Inc.; Scott Fazekas and Associates, Inc.; The Code Group, Inc., dba VCA Code; and 4 Leaf, Inc. The agreements were for an initial term of three- year terms plus two one-year extensions, the last of which will expire on June 30, 2025.

While staff has the flexibility to call on the services of all seven firms, Jason Addison Smith Consulting Services, Inc. (JAS Pacific) and The Code Group, Inc. (VCA Code) have been used more extensively to meet the Department’s needs particularly to address vacancies in the areas of plan check and the permit counter to complete the required work and maintain our commitment to timely service.

Therefore, and because of the extraordinary volume of planning and building activity over the course of the past several years as well as that projected to occur over the remaining contract term by these projects, staff requests an increase to the maximum compensation limit for JAS Pacific and VCA Code by $500,000 each to cover the remaining term of the contract, which would allow the Building Division to continue to utilize JAS Pacific and VCA Code through June 30, 2025.

This Second Amendment for JAS Pacific would increase the maximum compensation from $2,000,000 to $2,500,000. The City Council previously authorized the First Amendment for with a $750,000 increase in March 2023, from the original maximum amount of $1,250,000.

The first amendment for VCA Code would increase the maximum compensation from $1,250,000 to $1,750,000.

Without the Second Amendment for JAS Pacific and First Amendment to VCA Code, the Building Services Division will not be able to continue to utilize the plan check services and permit counter assistance of both consultants through the remaining contract term ending June 30, 2025. The additional funding will allow the Building Services Division to provide uninterrupted services for day-to-day operations and continue to provide excellent turnaround time frames that have become expected from our customers. Therefore, staff recommends City Council approval.

IMPACT ON BUDGET:

Sufficient funding is available in the Planning & Building Department’s FY 2024/25 budget..

All contract expenses will be offset by revenues, as applicants are required to pay for all costs associated with plan check and inspections associated with building projects. Subsequent years’ renewals will be subject to City Council approval of budget appropriations.
