CITY COUNCIL AGENDA REPORT
City of Anaheim
OFFICE OF THE CITY CLERK
DATE: MARCH 4, 2025
FROM: OFFICE OF THE CITY CLERK
SUBJECT: CONSIDER REMOVAL OF A COMMISSION MEMBER
PURSUANT TO SECTION 1.04.396 OF THE ANAHEIM
MUNICIPAL CODE (SISTER CITY COMMISSION)
ATTACHMENT (Y/N): NO ITEM # 04
GOVERNMENT CODE §84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, remove a member of the Sister City Commission (Juan Carlos Mendez), effective immediately, pursuant to Section 1.04.396.010 of the Anaheim Municipal Code, due to excessive absences.
DISCUSSION:
City boards and commissions perform a valuable service to the City by providing a means by which the City Council can obtain the advice, opinions, and recommendations of City residents and other members of the community. The Sister City Commission is a 15-member commission and acts as an advisory body to the City Council to expand the vision and goals of the Sister City program.
Section 1.04.396.010 of the Anaheim Municipal Code provides that “if a member…. shall be absent with or without cause from three meetings of the board or commission on which that member serves within any six (6) month period... the staff liaison … shall immediately file a written report thereof with the City Clerk … who shall schedule consideration of the possible removal of the member as an agenda item… such member shall be subject to removal by the affirmatives votes of a majority of the total membership of the City Council.”
Juan Carlos Mendez was first appointed in January 2023 by Mayor Pro Tem Natalie Meeks to a term ending December 31, 2026. During the span of meetings held from July 2024 through January 2025, Mr. Mendez was absent from five (5) commission meetings.
The staff liaison has made several attempts to contact Mr. Mendez regarding his absences, to no avail. Mr. Mendez has not contacted the staff liaison or responded to any emails or phone calls.
Removal of Mr. Mendez will allow appointment of a new member to the Sister City Commission. Upon removal of Mr. Mendez, pursuant to Section 54974 of the Government Code, a Notice of Unscheduled Vacancy will be posted and an appointment by Mayor Pro Tem Meeks can be scheduled for the Council meeting of March 25, 2025.
