CITY COUNCIL AGENDA REPORT
City of Anaheim
HUMAN RESOURCES DEPARTMENT
DATE: MARCH 25, 2025
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: APPROVE A RESOLUTION FOR MILITARY LEAVE WAGE
SUPPLEMENTS
ATTACHMENT (Y/N): YES ITEM # 21
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, authorize wage supplements and continuation of benefits for employees called to involuntary active military service with the Armed Forces of the United States.
DISCUSSION:
In 2001, City Council approved a wage supplement for city employees called to involuntary active military service in support of Operation Enduring Freedom. The program's extension through December 31, 2004, was approved in January 2003. The Council action provided wage supplements for reservists called to active duty and authorized payment of the differential between the employee’s military pay and full City pay after the initial city-provided wages required by law for a 30-day period were exhausted.
The City currently has approximately sixteen (16) city employees enlisted as reservists in various branches of the Armed Forces of the United States. Currently, the City provides wages as required by law for a maximum of 30 calendar days in a fiscal year when employees are serving their active military service. Should the active service deployment for these employees go beyond the 30 calendar days, employees only receive their military salary.
To alleviate the potential financial hardship and pressure that employees and their families may experience as the result of being ordered to involuntary active duty, the recommended Resolution authorizes the City Manager to provide supplemental wages and benefits to employees who have at least one year of employment with the City and who have been called to involuntary active service. An employee who meets these criteria would be eligible to receive Supplemental Military Leave Pay, the difference between the gross pay and allowances actually received by the employee’s military pay from the United States for their service and the gross wages the employee would have received from the City if they had not been called to active military duty, for up to one (1) year. The City will also continue employer health and welfare contributions on behalf of the employee and Resolution for Military Leave Wage and Benefit Supplements March 25, 2025
employee’s dependents, provided their dependents were covered for benefits prior to the employee being called to active duty.
The Human Resources Department has established operating policies and procedures necessary to implement the intent of the Resolution. The provisions of this Resolution are effective January 1, 2025 to December 31, 2025, unless extended in writing by the City Manager and filed with the Human Resources Director.
IMPACT ON BUDGET:
Supplemental wages and benefits will have no impact on Department budgets as labor and burden are fully budgeted each fiscal year. However, any temporary staffing or upgrades shall be fully absorbed by the respective department within the department’s adopted budget.
Respectfully submitted,
Linda N. Andal
Human Resources Director
