CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MARCH 25, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE CONTRACT NUMBER MA# 106-498364 WITH L.N.

CURTIS AND SONS DBA CURTIS BLUE LINE, FOR THE

PURCHASE OF LAW ENFORCEMENT EQUIPMENT
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve Contract Number MA# 106-498364 with L.N. Curtis and Sons dba Curtis Blue Line (Curtis) and the City of Anaheim (City), effective upon all necessary signatures through and including May 26, 2026; in an amount not to exceed $500,000 (which includes all applicable taxes and fees), for the purchase of law enforcement equipment for the Anaheim Police Department (APD) and authorize the Purchasing Agent to execute the Contract and related documents in accordance with cooperative Contract No. PS20275 between the League of Oregon Cities and Curtis Blue Line.

DISCUSSION:

The Anaheim Police Department (APD) has been allocated $364,858 in grant funds from the Supplemental Law Enforcement Service Fund (SLESF) to purchase ballistic helmets and face shields. These helmets are essential Personal Protective Equipment (PPE), providing ballistic protection and riot control capabilities.

Currently, over 70% of APD’s helmets have exceeded their manufacturer’s warranty, with some dating back to 2003. The previous model has been discontinued, making replacements unavailable and leaving officers with outdated and potentially compromised protective gear.

A cooperative contract, resulting from a competitive solicitation, was utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures) to ensure cost-effectiveness and compliance with best practices. This purchase will address the urgent need to equip officers with modern ballistic helmets and shields. The proposed equipment features a 10-year warranty, enhanced safety features, and compatibility with the Paulson Tactical Face Shield for improved protection. To ensure ongoing readiness, APD will implement a structured inventory control and replacement schedule, preventing expired helmets from remaining in use. will also be integrated into quarterly training sessions, and departmental policy will be updated to include guidelines on storage, procurement, and deployment.

The replacement equipment is comparable in size, weight, and function to the previous model. Updating APD’s ballistic helmets is a crucial safety priority, ensuring officers remain protected in high-threat situations while maintaining operational efficiency, policy compliance, and the highest protective standards. Approval of this agreement will provide APD with a mechanism to meet both immediate and future law enforcement equipment needs.

The proposed contract is fully compliant with City Council Policy 4.0 (f) and purchasing regulations. Utilizing cooperative contracts allows municipalities to maximize resources, improve service delivery, and leverage the collective purchasing power of multiple public sector entities, resulting in significant cost savings to ensure the best value for the City.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department’s Fiscal Year 2024/25 Supplemental Law Enforcement Service Fund Budget. Funding for subsequent purchases will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Kari Bouffard Rick Armendariz
Purchasing Agent Chief of Police
