FROM: FIRE AND RESCUE DEPARTMENT
SUBJECT: APPROVE AGREEMENT WITH JOSEPH SAKODA FOR

FITNESS & RECOVERY TRAINING PROGRAM
ATTACHMENTS (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:
1) Approve an Agreement with Joseph Sakoda in the amount of $276,282 with an annual 10% contingency for as-needed extra services, to provide a Fitness & Recovery Training Program for a five-year term; and,
2) Authorize the Fire Chief, or designees, on behalf of the City of Anaheim (Anaheim), to execute the Agreement and any related documents, including any cost-neutral amendments and any documents contemplated by the Agreement, and to take such necessary or advisable actions to implement, fund, and administer the Agreement.

DISCUSSION:

Fitness and recovery training is paramount for the Firefighters who work for the Anaheim Fire & Rescue Department. At a moment’s notice, Firefighters respond to critical emergencies and perform arduous physical tasks to save lives and property. By maintaining adequate physical fitness, Firefighters can meet the demands of their job duties and provide safety to those they serve. After an incident, recovery training restores muscles after strenuous activities and provides Firefighters a means of reducing injuries.

Fitness and recovery training helps ensure the Firefighters of Anaheim Fire & Rescue perform at their optimal level in support of the community.

Anaheim Fire & Rescue has historically contracted with experienced fitness professionals to provide fitness and recovery training to Firefighters. The fitness professionals provide services that include but are not limited to group fitness trainings, managing wellness/fitness initiatives, coordinating awareness and motivational campaigns, recovery related training, data collection and analysis, and educational seminars. All these services improve job performance, support healthy lifestyles, and increase the resilience of our Firefighters.

On December 16, 2024, a Request for Proposals (RFP) for a Fitness & Recovery Training Program was publicly posted on Anaheim’s bidding platform, OpenGov. Six hundred thirty-three vendors were notified of the RFP through the OpenGov system based on the vendor’s registration classification for similar services through the system, and 26 vendors downloaded the RFP as a prospective bidder. On January 7, 2025, Anaheim received two proposals from experienced fitness professionals.

In accordance with Council Policy 4.1, a review committee conducted an evaluation of the proposals. The evaluation criteria included the fitness professional’s ability to perform the tasks outlined in the RFP, qualifications and availability of the fitness professional, success record with similar customers, and the reasonableness of the proposed fees. The review committee ranked the submitted proposals as follows:

Fitness Professional Ranking
Joseph Sakoda (Newport Beach) 1
Jiri Peremsky (Huntington Beach) 2
The review committee unanimously concluded that Joseph Sakoda was the most qualified fitness professional to provide a Fitness & Recovery Training Program. Joseph Sakoda has worked with numerous top Olympic and professional athletes in the NFL, MLB, NBA, NHL, UFC, and many other professional sports leagues globally. He has also worked with first responders from elite military teams (Navy Seals, Army Rangers), law enforcement agencies, and fire departments. Anaheim Fire & Rescue recommends Joseph Sakoda based on his cost, experience, and methods in providing a Fitness & Recovery Training Program. Joseph Sakoda provided a detailed work plan to meet the needs of Anaheim Fire & Rescue and confirmed the guidelines and requirements detailed in the RFP.

The Agreement was negotiated for a five-year term. The average annual cost of the Agreement is $55,256 (five-year average) with an annual 10% contingency for as-needed extra services.

This Agreement supports Anaheim’s Strategic Plan Goal E – Support Public Safety.

IMPACT ON BUDGET:

Sufficient funds are available in Anaheim Fire & Rescue’s Fiscal Year 2024/25 General Fund Budget, and future years will be subject to the City Council’s approval of budget appropriations.

Respectfully submitted,
Patrick Russell
Fire Chief
