CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: MARCH 25, 2025
FROM: POLICE DEPARTMENT
SUBJECT: APPROVE THE LICENSE AGREEMENT WITH THE AIR

FORCE TECHNICAL APPLICATIONS CENTER (AFTAC) FOR

GROUND-BASED SENSOR EQUIPMENT INSTALLATION
ATTACHMENT (Y/N): YES ITEM # 16
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve and authorize the Chief of Police to execute the License Agreement for a five (5) year term with the United States Air Force Technical Applications Center (AFTAC) for ground-based sensor equipment installation.

DISCUSSION:

As part of a joint program for the Federal Bureau of Investigation (FBI) and Department of Homeland Security (DHS), the United States Air Force Technical Applications Center (USAF AFTAC) is deploying United States Prompt Diagnostics System (USPDS) sensors throughout the United States. These sensors are designed to promptly detect and characterize a limited nuclear event in an urban environment and provide data to support the U.S. Government’s attribution of such an event.

These sensors will be installed in designated urban areas throughout the United States, including the Anaheim Police Department (APD) main station police facility. The locations were chosen in consultation with the Federal Bureau of Investigation (FBI), Department of Homeland Security (DHS), law enforcement agencies, and the United States nuclear and technical community. USAF AFTAC is responsible for the installation and maintenance of the equipment. The license agreement is a five (5) year term.

IMPACT ON BUDGET:

There is no budgetary impact; this is a no cost license agreement.

Respectfully submitted,
Rick P. Armendariz
Chief of Police
