In recognition of the critical need for reliable, continuous, and compliant inmate meal services at the APD detention facility, employing both a primary and a secondary contractor is essential. The bid was established based on the estimated annual need for inmate meals, acknowledging that the facility Type I detention center processing approximately 150 inmates each week under the governance of the Board of State and Community Corrections (BSCC)—requires the delivery of three meals within a 24-hour period. These meals must adhere to specific daily caloric standards as outlined in Title 15 Minimum Standards for Local Detention Facilities, Article 12 (Food), Section 1241 (Minimum Diet), ensuring that every inmate receives balanced nutrition under stringent regulatory oversight.
The service contract is comprehensive, covering separate meals for breakfast, lunch, and dinner, along with supplemental drinks and snacks, and includes the weekly delivery of frozen meals tailored to the department’s needs. In addition, the contract stipulates that specialty meals be provided to accommodate dietary restrictions, such as diabetic and celiac-friendly options, as well as alternatives free from eggs, peanuts, and soy. The contractor is also responsible for supplying disposable utensils and any necessary condiments, ensuring that each meal meets both nutritional and operational requirements while complying with all applicable health and safety regulations.
Utilizing a dual contracting approach significantly enhances service continuity by mitigating risks associated with potential operational disruptions. Should the primary contractor encounter unforeseen issues, ranging from staffing shortages to supply chain interruptions, the secondary contractor stands ready to maintain uninterrupted meal service, which reflects the lower estimated not-to-exceed amount in the proposed contract. This redundancy not only guarantees that the facility can consistently meet its legal obligations but also encourages competitive performance and quality assurance through continuous monitoring and benchmarking. Ultimately, this strategy supports the core objectives of providing high-quality, compliant, and adaptable meal services in a demanding operational environment, thereby safeguarding inmate welfare and ensuring regulatory compliance at all times.
The term of the agreements will be for a one (1) year base period, with up to four (4) one (1) year optional renewals. The number of meals provided will range depending on the detention center’s needs. To account for potential future increases in overhead costs, bidders were asked to provide fixed pricing for the optional renewal years.
