CITY COUNCIL AGENDA REPORT
City of Anaheim
CITY MANAGER’S OFFICE
DATE: MARCH 25, 2025
FROM: CITY MANAGER’S OFFICE
SUBJECT: 2025-26 ANAHEIM LEGISLATIVE PLATFORM
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, adopt the 2025-26 Legislative Platform that guides the City’s support of, or opposition to, state and federal legislation and authorize City staff to contact federal and state representatives to advocate for legislative proposals consistent with the goals outlined within the Legislative Platform.

DISCUSSION:

The objective of the legislative platform is to outline the City’s position on legislative matters and serve as the foundation for the City to support or oppose various state and federal legislation. The legislative platform provides direction for our legislative advocates as they work to secure clear and strategic initiatives in Sacramento and Washington, D.C. This platform seeks to not only secure critical resources for our City, but also outlines policy statements that will allow City Council, City staff, and the City’s legislative advocates to more effectively respond to and influence legislation in a timely manner.

This platform is meant to be an evolving document that will be amended regularly every other year or as critical legislation is introduced. Typically, when an important issue arises that is not addressed within the legislative platform, staff will return to the City Council for direction as necessary. Additionally, as is currently the case, a member of the City Council can request to agendize a legislative issue and ask the Council to take a formal position even though it may not be covered within the parameters of the legislative platform.

Upon adoption of the attached legislative platform, the City Manager’s Office will continue to monitor and review legislation throughout the state and federal legislative year. If necessary, staff may initiate contact with legislative offices and speak on behalf of the City regarding pertinent legislation. City staff may also send letters of support or opposition based upon the positions within the legislative platform. The City Manager’s Office will provide regular updates on relevant legislation throughout the year and provide information on when we have weighed in with our delegation on critical city issues.
