CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: MARCH 25, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE MASTER AGREEMENT FOR FACILITY

TECHNOLOGY INTEGRATION AND SECURITY SYSTEM

SERVICES WITH CONVERGINT TECHNOLOGIES LLC
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve Contract Number MA# 106-498373 for Facility Technology Integration & Security System Services between the City of Anaheim (City) and Convergint Technologies LLC (Convergint), in a cumulative amount not to exceed $2,986,509.30 plus applicable tax and a 20% contingency fee, effective upon contract execution for a term of three (3) years for implementation at electric utility facilities; and authorize the Purchasing Agent to execute all necessary contractual documents related to the contract in accordance with cooperative Contract # R220702 between Region 4 Education Service Center and Convergint Technologies LLC.

DISCUSSION:

The proposed contract includes the procurement, installation, and integration of a modernized security system at sixteen Anaheim Public Utilities (APU) facilities to comply with North American Electric Reliability Corporation (NERC) regulations and meet industry standards for ensuring physical security of critical infrastructure. The security system incorporates high-resolution surveillance cameras with night vision and motion detection, security lighting and sirens, networked public address systems, motion and intrusion detection radar sensors, and fiber optic converters for seamless integration.

Additionally, access control systems, structured cabling, and mounting hardware will be deployed to provide a comprehensive security infrastructure. A cooperative contract, resulting from a competitive solicitation, was utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures) to ensure cost-effectiveness and compliance with best practices.

In addition to installation, the contract includes specialized services such as consulting, system architecture and design, configuration, access control implementation, installation, and system integration. To maintain system reliability, ongoing preventative maintenance will be provided, including regular inspections, software and firmware updates, component replacement, system diagnostics, and troubleshooting. services will ensure continued operational effectiveness and long-term security system performance that are necessary for maintaining electric system reliability.

To support efficient operation, the contractor will secure all necessary software licenses for security system management while ensuring compliance with industry security standards and third-party integration requirements. Additionally, the contractor must adhere to all local, state, and federal regulations regarding security system installations at APU’s high voltage substations and facilities.

The contract also requires detailed project timelines and coordinated work schedules to minimize disruptions, end-user training for City personnel on system operation and maintenance, and comprehensive recordkeeping of all installations, repairs, and maintenance. Any conditions affecting performance under the contract must be promptly reported to the City to facilitate timely resolution.

To ensure fiscal responsibility and operational efficiency, the contract will follow a project-based approach, allowing for the definition, scoping, and approval of individual security projects before implementation. Each APU site will undergo a security assessment to determine specific needs, after which the contractor will provide a detailed cost estimate for each project. This approach ensures transparency, budget adherence, and strategic prioritization of high-risk sites. City personnel will review and approve each project quote before work begins, maintaining oversight and ensuring alignment with budgetary and operational priorities. By implementing this phased methodology, the City can effectively control costs, enhance accountability, and ensure that security enhancements are executed efficiently. This structured approach balances the need for modernized security with financial oversight, allowing for a scalable, flexible solution that aligns with the City’s procurement best practices and operational objectives.

This contract is a critical investment in the City’s security infrastructure, enhancing APU’s ability to monitor and protect its facilities while improving incident response and situational awareness. Integration with the Anaheim Police Department’s Real-Time Crime Center will further strengthen public safety, enabling faster threat detection and emergency response. The selected contractor is a recognized industry leader specializing in security, fire alarm, life safety, audio-visual, and building automation solutions, with a proven track record and projects completed for similar agencies including the Los Angeles Department of Water and Power, Long Beach Utilities, and Pasadena Water and Power.

Given the unforeseen complexities that may arise during the procurement, installation, and integration of the modernized security system across sixteen Anaheim Public Utilities (APU) facilities, including compatibility with existing infrastructure and adherence to industry security standards, unexpected challenges such as site-specific technical requirements and necessary infrastructure modifications may emerge.

Therefore, a 20% contingency is recommended to account for unforeseen security vulnerabilities that may require additional services or equipment.

The proposed contract is fully compliant with City Council Policy 4.0 and purchasing regulations. Utilizing cooperative contracts allows municipalities to maximize resources, Approve Master Agreement for Facility Technology Integration and Security System Services March 25, 2025

improve service delivery, and leverage the collective purchasing power of multiple public sector entities, resulting in significant cost savings to ensure the best value for the City.

The installation of a new security system supports the Citywide Strategic Plan, Goal E – Support Public Safety, Strategy 6 – Upgrade and expand the Citywide camera network including traffic signals and facility security cameras.

IMPACT ON BUDGET:

Sufficient funds are available in APU’s Fiscal Year 2024/25 Electric Capital Improvement Program budget from restricted Electric funds, and future years are subject to City Council approval of budget appropriations.
