The project specifications required that bidders submit the Bid Documents with their proposal submittal to be deemed responsive. Bidder number eight, FEC Future Contractors and Engineers Inc., did not submit the required bid documents as part of their proposal; therefore, their bid has been deemed non-responsive.

Anaheim Fire Station 4 has been serving the community for decades, but due to its aging infrastructure, there is a growing need for upgrades. As emergency response demands increase and modern firefighting equipment evolves, the station's current facilities may no longer meet the operational needs. Renovations would improve efficiency, enhance firefighter safety, and ensure the station can properly house today’s larger fire engines while continuing to provide reliable emergency services.

The work consists of new additions to the structure, apparatus bay, and renovation to the station; grading and drainage improvements, new footings/foundations, building slabs, stem walls, insulation, doors and windows, stucco and painting, a storefront system, roof & gutter improvements, interior and exterior signage, interior and exterior electrical & lighting improvements, HVAC system, Fire Alarm system & Fire Alert system, plumbing & fixtures, sewer improvements, a new trash enclosure, gates & fencing, fire extinguishers and cabinets, hardscape and parking improvements, installation of a new emergency generator and automatic transfer switch provided by the City, landscaping and irrigation improvements, asbestos and lead remediation, new interior improvements including but not limited to new partition walls, cabinets, toilets, sinks, restroom accessories, flooring, tile, drywall, finishes, shelving, mirrors, framing, dorm rooms, bathrooms, gym/workout room, office, kitchen, dayroom, storage room, locker room, equipment room, laundry room, reinstallation of salvaged equipment and installation of new equipment and furniture provided by the City, and all appurtenant work thereto necessary for the proper construction of the proposed improvements in accordance with the Project’s Plans and Specifications.

The bid price reflects the current bidding environment, appears to be reasonable, and is within the available funding. Liquidated damages for this Project are set for $5,000 per day. Construction is scheduled to begin in the 2nd Quarter of 2025 and is scheduled to be completed in the 2nd Quarter of 2026.

This Project supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, Strategy No. 13 – “Address deferred and ongoing maintenance needs.” ENVIRONMENTAL DETERMINATION:

In accordance with CEQA (Public Resources Code Sections 21000–21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), the City of Anaheim (City), as Lead Agency, is required to determine if the Project is exempt from CEQA.

Upon review of the CCR, staff recommends that the City Council determine the Project is Categorically Exempt from CEQA pursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the CCR, which allows for the repair, maintenance, or minor alteration of existing public or private facilities, involving negligible or no expansion of use beyond that existing at the time of the Lead Agency’s determination. Class 1 of Section 15301 allows for additions to existing structures provided that the addition will not result in an increase of more than 50% of the floor area of the structures before the addition, or 2,500 square feet, whichever is less. The total added square footage is 1,221 square feet, which is less than 1,586.5 square feet (50% of the existing floor area of 3,173 square feet) and less than 2,500 square feet.

After determining that this Project is Categorically Exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges of the decision.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This Project is covered “Project Work” as defined in the Second Amended and Restated CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.

IMPACT ON BUDGET:

Sufficient appropriation is available in the Fire & Rescue Department’s budget for expenses expected in the current fiscal year. The balance of the project costs will be included in the proposed FY 2025/26 budget for Council’s approval in June.

Respectfully submitted, Concurred by,
Rudy Emami Patrick Russell
Public Works Director Fire Chief
