RECOMMENDATION:
That the City Council, by Motion, approve Contract MA# 106-498427 with Proforce Marketing, Inc. dba Proforce Law Enforcement for the purchase of law enforcement tactical equipment, technology, and related products for outfitting the Anaheim Police Department (APD), in a cumulative amount not to exceed $3,750,000 (projected cost for initial year is $1,500,000), inclusive of all applicable taxes and fees, effective upon contract execution through March 5, 2026 with three optional one-year renewals; and authorize the Purchasing Agent to execute all necessary contractual documents related to contract in accordance with cooperative Contract # OD-402-24 between Purchasing Cooperative of America and Proforce Marketing, Inc. dba Proforce Law Enforcement.
DISCUSSION:
The Anaheim Police Department (APD) is committed to maintaining public and officer safety while ensuring compliance with industry standards and operational readiness. To that end, APD has allocated Supplemental Law Enforcement Service funds for the procurement of tactical equipment and necessary parts for servicing and outfitting department-issued weapons.
The proposed contract is fully compliant with City Council Policy 4.0 (f) and purchasing regulations. Utilizing cooperative contracts allows municipalities to maximize resources, improve service delivery, and leverage the collective purchasing power of multiple public sector entities, resulting in significant cost savings to ensure the best value for the City.
This procurement includes enhancements to less-lethal and lethal force options by replacing aging and difficult-to-maintain equipment currently used by APD. The new tactical equipment is engineered for improved performance, reliability, and ease of maintenance. The department has successfully implemented similar tactical tools, proving them to be critical resources for de-escalating potentially violent confrontations, Approve Contract Number MA #106-498427 for purchase of Law Enforcement Tactical Equipment, Technology, and Related Products for Law Enforcement Outfitting.

addressing non-compliance by violent offenders, and responding to riotous behavior.
These tools provide safer alternatives to lethal force, with a reduced likelihood of causing death or serious injury.
Additionally, this purchase includes the procurement of replacement weapons, such as the currently issued patrol rifles, along with associated parts, enhancements, and other equipment used to maintain the department’s equipment. These upgrades will replace older, worn, or outdated parts and systems currently deployed across the department, as well as outfit newly acquired patrol vehicles. This investment ensures compliance with industry standards, enhances tactical capabilities, reduces long-term costs, and safeguards APD’s high standards of response readiness.
Lastly, this agreement will establish a master agreement, allowing the department to procure additional necessary equipment and supplies available under the cooperative contract with Proforce. This investment ensures compliance with industry standards, enhances tactical capabilities, reduces long-term costs, and fosters public trust by demonstrating APD’s commitment to safety and effective law enforcement.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s Fiscal Year 2024/25 Supplemental Law Enforcement Service Fund Budget. Funding for subsequent purchases will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Kari Bouffard Rick Armendariz
Purchasing Agent Chief of Police
