CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: APRIL 8, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD OF CONTRACT TO SELECT ELECTRIC, INC. FOR
INSTALLATION OF PROTECTED LEFT TURN SIGNAL PHASING
AT FOUR INTERSECTIONS - BALL ROAD AT WESTERN
AVENUE, ORANGE AVENUE AT WESTERN AVENUE, ORANGE
AVENUE AT DALE AVENUE, AND BROADWAY AT
MANCHESTER AVENUE
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, award the contract to the lowest responsible bidder, Select Electric, Inc., of Anaheim, California, and Contractor’s License No. 297034, Classification A, in the amount of $2,247,500, for the installation of protected left-turn signal phasing at four intersections (Ball Road at Western Avenue, Orange Avenue at Western Avenue, Orange Avenue at Dale Avenue, and Broadway at Manchester Avenue); and authorize the Director of Public Works, on behalf of the City, to execute the Contract and any other related documents, and to take such actions as are necessary to implement and administer the Contract; and direct and authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions.
DISCUSSION:
The Project bids are summarized as follows:
1. Select Electric, Inc., Anaheim, CA....................................................................$ 2,247,500
2. Crosstown Electrical & Data, Inc., Irwindale, CA ...........................................$ 2,411,983
3. Elecnor Belco Electric, Inc., Chino, CA ...........................................................$ 2,454,513 This project will install protected left-turn signal phasing at four intersections. Collision history was analyzed to identify locations with elevated risk of collisions. Broadside and rear-end collisions were the most common types of reported collisions in the city (32% and 29% of all crashes respectively). Broadside collisions are frequently caused by a failure to yield right of way. In the case of collisions in an intersection, the cause is often a result of one vehicle failing to obey traffic signals (failing to stop or running past a red light). Protected left-turn phasing will help reduce these collisions by providing a clearly designated left-turn phase and eliminating the driver’s discretion to yield to oncoming traffic. The designs at the intersections include other critical features that will improve overall operation and safety. The intersections will have new illuminated street signs to Award of Contract for Installation of Protected Left Turn Signal Phasing at Four Intersections - Ball Road at Western Avenue, Orange Avenue at Western Avenue, Orange Avenue at Dale Avenue, and Broadway at Manchester Avenue April 8, 2025
aid drivers when navigating at night and the street corners will be modified to be ADA-compliant with current standards.
In November 2020, the Department of Public Works submitted a grant application to the California Department of Transportation (Caltrans) under the Cycle 10 Highway Safety Improvement Program (HSIP) for the installation of protected left-turn signal phasing at four intersections. In March 2021, the city was awarded $917,600 in grant funds for construction of this project. An additional $100,000 was awarded to the city in March 2025 for the construction of said improvements for a total of $1,017,600. This project includes roadway improvements identified to use Measure M2 funds and improvements in conformance with the Circulation Element of the City of Anaheim’s General Plan. Therefore $530,745 of M2 funding will be used as well as $699,155 of restricted transportation funds to fund this project.
The bid price competitively falls above the engineer’s estimate, which reflects the current bidding environment, but appears to be reasonable, and is within the available funding. Liquidated damages for this project will be $3,200 per day. Construction is scheduled to start in the 2nd Quarter of 2025 and complete in the 4th Quarter of 2025.
This item supports Anaheim’s Strategic Plan Goal A. – Maintain Financial Responsibility Strategy No. 1 – Identify potential new funding sources/revenue to increase City revenues to maintain and enhance services, and Strategy No. 2 – Continue proactive pursuit of state and federal grants.
ENVIRONMENTAL DETERMINATION:
City Council determined on October 26, 2021, that the project was Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to Class 1, Section 15301 (Existing Facilities) and Class 2, Section 15302 (Replacement or Reconstruction) of Title 14 of the California Code of Regulations.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This Project is exempt from the Second Amended and Restated CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. The state funding for the project does not currently allow for Project Labor Agreements such as the CWA; therefore, this project is exempt.
IMPACT ON BUDGET:
Sufficient funds are available from Measure M2 and the restricted transportation funds in the Public Works Department’s FY 2024/25 Capital Improvement Program budget.
Respectfully submitted,
Rudy Emami
Public Works Director
