CITY COUNCIL AGENDA REPORT
City of Anaheim
CITY MANAGER’S OFFICE
DATE: APRIL 8, 2025
FROM: CITY MANAGER’S OFFICE
SUBJECT: RESOLUTION OPPOSING SOUTH COAST AIR QUALITY
MANAGEMENT DISTRICT PROPOSED AMENDED RULES 1111
AND 1121
ATTACHMENT (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: NO
REQUESTED ACTION:

That the City Council, by Resolution, oppose the South Coast Air Quality Management District Proposed Amended Rules 1111 and 1121, as released on February 28, 2025, regulating air emissions from gas-powered furnaces and gas-powered water heaters.

DISCUSSION:

At the March 4, 2025 City Council meeting, Council Member Kurtz requested an agenda item to formally oppose South Coast Air Quality Management District (SCAQMD) Proposed Amended Rules (PARS) 1111 and 1121.

SCAQMD recently proposed PARS 1111 and 1121, which would require a shift from natural gas furnaces and water heaters to all-electric units for new and existing buildings.

These rules intend to reduce emissions across Los Angeles, Orange, Riverside, and San Bernardino Counties. PAR 1111 would mandate stricter emission limits on residential and commercial gas-powered furnaces, while PAR 1121 would impose stringent emission standards on residential gas-powered water heaters.

PARS 1111 and 1121 would phase out natural gas furnaces and water heaters in existing single-family homes, multi-family housing, and businesses. The amended rules could potentially require consumers to switch to more costly all-electric furnaces and water heaters, which would financially impact homeowners, property owners, businesses, and residents.

If adopted by SCAQMD, these mandates can restrict consumer choice by phasing out reliable and affordable heating and water heating systems in favor of alternatives that may not be readily available or cost-effective for all residents. Compliance with these mandates may lead to supply chain disruptions, installation challenges, and increased maintenance costs for consumers, further exacerbating economic difficulties for households and businesses.

Several cities and agencies, including the Orange County Council of Governments, San Gabriel Valley and San Bernardino Councils of Government, and the Association of California Cities-Orange County, have expressed concerns with PARS 1111 and 1121.

Based on input from the public and related industries, SCAQMD announced that they were revising the proposed rules. Their Governing Board is scheduled to hold a public hearing on May 2, 2025.

If approved by the City Council, city staff will transmit the Resolution to the SCAQMD Governing Board.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully submitted,
Greg Garcia
Assistant City Manager
