HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: APRIL 8, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVE THE ANAHEIM HOUSING AUTHORITY’S FY 2025- 2026 ANNUAL PUBLIC HOUSING AGENCY PLAN, FY 2025-2029
FIVE-YEAR PUBLIC HOUSING AGENCY PLAN, AND FY 2025-
2026 ADMINISTRATIVE PLAN
ATTACHMENT (Y/N): YES ITEM # 01
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the Governing Board of the Anaheim Housing Authority, by Motion, approve the Anaheim Housing Authority’s FY 2025-2026 Annual Public Housing Agency Plan, FY 2025-2029 Five-Year Public Housing Agency Plan (collectively the “Agency Plan”), and FY 2025-2026 Administrative Plan, and authorize the Executive Director, or designee, to execute required certifications and related documents.
DISCUSSION:
Section 511 of the Quality Housing and Work Responsibility Act of 1998 established the requirement for Public Housing Agencies (PHAs) to develop and maintain PHA Plans, which include both a Five-Year Plan and an Annual Plan. PHA Plans inform the U.S.
Department of Housing and Urban Development (HUD), Housing Choice Voucher participants, stakeholders, and members of the public about the PHA’s strategy for serving the needs of low-income and very low-income families. This year, the Anaheim Housing Authority (AHA) is presenting the Five-Year Plan for FY 2025-2029 (Attachment 2), Annual Plan for FY 2025-2026 (Attachment 1), and the Administrative Plan for FY 2025-2026 (Attachment 3) for your consideration.
The Five-Year Plan outlines the PHA's overall mission, goals, and objectives for the next five years and must be submitted to the HUD every five years. The Annual Plan provides an update about the PHA’s immediate operations, funding, and services for the previous fiscal year and plans for the next fiscal year. The Annual Plan, submitted annually, must align with the Five-Year Plan and the One-Year Consolidated Plan for the same planning period, and it reports progress toward the goals set in the Five-Year Plan. HUD provides PHAs with electronic templates to prepare and submit their Agency Plans. In most sections, information is provided by checking off pre-established Anaheim Housing Authority’s Agency and Administrative Plans April 8, 2025
responses developed by HUD. Where applicable, greater detail on the programs and services offered by AHA is included in attachments to the electronic template.
As an attachment to the Agency Plan, the AHA is required by HUD to maintain an Administrative Plan that details its policies for the purpose of implementing the HCV program. The Administrative Plan is a supplemental and instrumental part of the Annual Plan, as it contains all proposed policy changes that guide the administration of the HCV program. The Administrative Plan must comply with federal regulations and be approved by the AHA Governing Board and is typically updated annually or more frequently when there is a significant change to program policies.
The Administrative Plan is currently being revised to incorporate changes clarifying who is awarded placement in the waiting list order for a minor when there is joint custody and establishing guidelines for when to re-verify the continued need for a live-in aide to ensure that supportive care remains available to those who require it. The Administrative Plan will also consider an applicant's rehabilitation efforts when determining eligibility for assistance if an applicant is currently engaged in the use of illegal drugs. This includes considering whether applicants have demonstrated progress toward reintegration, such as active participation in and full compliance with a verified treatment program.
The Administrative Plan also introduces clarifications related to purging the waiting list, briefing packet requirements, self-employment, business expenses, nonrecurring payments, and payment standards. Under HOTMA, the Plan incorporates the requirement to use the new 9886-A consent form and its revocation process, verification requirements for fixed income sources and the safe harbor income verification method, as well as new federal program definitions and income exclusions. Additional updates include policies regarding Housing Assistance Payment (HAP) contract terminations due to owners failing to make repairs, how terminations may be handled if there is insufficient funding, and repayment plans.
Lastly, the Administrative Plan introduces new chapters that outline policies for special- purpose voucher programs, including Veterans Affairs Supportive Housing (VASH), Mainstream, and Non-Elderly Disabled (NED) programs. These proposed changes aim to enhance clarity, fairness, and compliance while ensuring that AHA’s programs remain accessible and responsive to the community's needs. The details of these proposed policy changes are included in Attachment 3.
As required by HUD, a Resident Advisory Board (RAB) – consisting entirely of HCV program participants – is formed each year to assist in the preparation and review of the three plans stated herein. This year, AHA conducted a hybrid RAB meeting to gather input in person and virtually via Zoom on February 7, 2025, and 23 program participants participated. A summary of the RAB members' input and an analysis of their comments have been included in both the Five-Year and Annual PHA Plan Attachments 1 and 2.
Overall, the RAB expressed support for the proposed plans, and there were no objections to any content or proposed policy changes.
Anaheim Housing Authority’s Agency and Administrative Plans April 8, 2025
Drafts of the Agency Plan and all attachments were made available for public comment for the mandated 45-day period commencing on January 7, 2025, and ending February 21, 2025. Public notices summarizing the purpose and content of the Plans and the date of the public hearing were published in issues of the Orange County Register, La Opinion, and Nguoi Viet Daily News and on the AHA website on January 7, 2025, and March 21, 2025, and on the Anaheim Bulletin January 16, 2025. No elements of the proposed PHA Plans were challenged or opposed, and no public comments were received.
A public hearing was held during the Housing & Community Development Commission (HCDC) Board special meeting on March 26, 2025 (previously scheduled for March 5, 2025), with no public comments received on the three proposed plans. The HCDC Board approved the three plans on the same date.
Upon approval by the Governing Board of the Anaheim Housing Authority, the Plan must be submitted to HUD by April 17, 2024.
IMPACT ON BUDGET:
There is no budgetary impact on the Housing & Community Development Department’s budget. The Housing Choice Voucher (HCV) program is entirely funded by federal funds provided by HUD. In the event that program funds are reduced or eliminated, necessary cost savings would be implemented through attrition and in accordance with the policies outlined in the Administrative Plan.
Respectfully submitted,
Grace Ruiz-Stepter
Executive Director of Anaheim Housing Authority
